About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis is seeking a contractor to install fiber optic cable connecting Buildings 208 and 209 at the Defense Language Institute Foreign Language Center (DLIFLC) at the Presidio of Monterey, California. The project requires installing a 12-strand single-mode fiber optic cable through existing underground conduit, mounting LC adapter panels in both buildings, and establishing network connectivity to enable live streaming capabilities for graduation ceremonies. The contractor must provide all materials including high-quality armored fiber optic cable, two 6-port duplex LC adapter panels, and a secure wall-mount mini rack enclosure, with all materials required to comply with Trade Agreements Act standards. The government will evaluate quotes using Simplified Acquisition Procedures under a Lowest Priced Technically Acceptable (LPTA) approach, considering both technical risk and price factors. Amendment 001 extended the quote submission deadline to September 23, 2025 at 10:00 AM CST, with the updated performance period running from September 30, 2025 through April 30, 2026.
This solicitation is set aside for small businesses under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a size standard of $19 million, though some documents reference a $47 million standard. The contract will be awarded as a single-award, firm fixed price arrangement for one Contract Line Item covering the complete installation project. The work involves routing approximately 100 feet of cable through existing conduit and building infrastructure, with comprehensive testing required for each fiber strand and connection port to ensure EIA/TIA standards compliance. Contractors must submit two separate quote volumes - one with full pricing and another with redacted pricing for technical evaluation - along with past performance information for up to three similar projects. All work will be performed at the U.S. Army Presidio of Monterey in California, requiring contractors to complete installation access procedures for personnel entering the military facility.
