The contractor will be responsible for providing all parts, tools, equipment, supplies, labor, and transportation necessary to perform annual inspections, six-year maintenance with internal and external inspections, recharging, hydrostatic testing, corrective maintenance, and proper disposal of fire extinguishers in accordance with NFPA Standard 10 and all applicable federal, state, and local regulations. Key requirements include obtaining necessary employee and vehicle passes, compliance with Defense Biometric Identification System (DBIDS) requirements, and maintaining proper fire extinguisher servicing certification. The government will evaluate proposals using a best-value simplified acquisition approach, considering price, technical ability, and past performance. The original deadline for questions was January 28, 2026 at 12:00 PM EST, and Amendment 0001 extended the quotation due date to February 11, 2026 at 11:00 AM EST, with quotes to be submitted electronically to patwanda.brown@usmc.mil.
This procurement is designated as a Total Small Business set-aside with 100% of the contract reserved for small business concerns, classified under NAICS code 811310 with a size standard of USD 12.5 million. The contract is structured as a fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a two-year period of performance from February 20, 2026 through February 19, 2028. The scope encompasses maintenance services for approximately 3,015 fire extinguishers across multiple types—including ABC multi-purpose, CO2, Halotron, Class D, Class K, water, and dry chemical—distributed throughout approximately 530 buildings on the MCAS Cherry Point base. Specific line items indicate estimated quantities ranging from 10 to 4,110 units depending on the service category and extinguisher type. Services must be performed by licensed technicians during normal operating hours (Monday-Friday, 0700-1600, excluding federal holidays), with the contractor required to furnish a contract manager with daily operational authority and submit detailed service reports for each task order.
