About this opportunity
The U.S. Coast Guard Academy seeks a licensed electrical contractor to inspect, repair, test, and restore Cabinet 5 and its associated 15 kV Smith Hall feeder cable on its Eaton/Cutler-Hammer MVS2 13.2 kV main switchgear, with quotes due November 12, 2026 at 8:00 a.m. Eastern. The solicitation is set aside for Total Small Business and awarded firm fixed price on a lowest price technically acceptable basis, evaluated acceptable or unacceptable with no tradeoff.
Place of performance is New London, Connecticut. Work must occur after hours or on weekends to support facility shutdown. Testing personnel must hold Connecticut electrical licenses. Per the November 5 Q&A, NETA-certified technicians without Connecticut licenses may perform insulation-resistance testing and NETA reporting if a Connecticut-licensed contractor handles fuse replacement, switching, and re-energization. All personnel must be appropriately licensed by state and local authorities, and facility access requires a "real" ID.
Scope includes replacing three Eaton 15CLE-250E fuses, delivering three matching spares, insulation-resistance testing of the feeder cable under ANSI/NETA standards, certified test and field-service reports, and lockout/tagout coordination with Coast Guard oversight. An allowance covers repair of damaged or missing components found during inspection. Period of performance is 90 days from award, with a one-year performance warranty and no bonding requirement. Outage requests require 72 hours' advance written notice, superseding the 14-day figure in the SOW.
Questions closed November 5, and Q&A responses were issued that day. Quotes are submitted by email to Jerome.R.Manuel@uscg.mil with a one-page cover sheet that includes the quoter's UEI and CAGE number. Site visits are optional and arranged through CDR L. Weston at avery.l.weston@uscg.mil. Wage determination 23160-Electrician, Maintenance applies. The NAICS code is 238210 and the PSC is J061.
