About this file

This document is a Questions and Answers (Q&A) file for RFQ 70ZH1527QCGA00009, issued by the U.S. Coast Guard for switchgear testing and maintenance services at a facility featuring Cabinet 5 and its Smith Hall feeder cable.

Scope and Key Requirements: The contract involves inspection, testing, repair, and certification of Cabinet 5 switchgear, including replacement of an Eaton 15CLE-250E fuse, meter testing/calibration, and insulation-resistance testing (Megger testing) of the Smith Hall feeder cable. The scope is limited to Cabinet 5 only. Work must accommodate a firm fixed-price contract structure with an allowance for repair of damaged or missing components discovered during inspection; detailed component lists are not available. Testing personnel must hold Connecticut electrical licenses; however, NETA-certified technicians without CT licenses may perform insulation-resistance testing and prepare NETA reports if a CT-licensed contractor handles fuse replacement, switching, and re-energization. The contractor performs switching and lockout/tagout (LOTO) with Coast Guard oversight and quality assurance/quality control (QA/QC). Feeder cable details, including length, conductor size, insulation type, and routing, are currently unknown.

Administrative Terms and Deadlines: The period of performance is 90 days from award. Questions were due November 5, 2026, at 8:00 AM Eastern, and quotes are due November 12, 2026, at 8:00 AM Eastern, submitted to Jerome.R.Manuel@uscg.mil. Outage requests require 72 hours advance written notice. Work must be performed after hours or weekends to support facility shutdown, and contractor must disconnect and reconnect terminations at Smith Hall's electrical room. A one-year warranty for performance is required with no bonding requirements; insurance is at contractor discretion. Current arc-flash studies and prior test reports are available to quoters. Site visits may be arranged by contacting CDR L. Weston at avery.l.weston@uscg.mil. Wage determination 23160—Electrician, Maintenance applies; no Service Contract Act or Davis-Bacon requirements are specified.

wage determination applies to this project and provide the applicable wage determination:

Response: 23160 - Electrician, Maintenance

Administrative

1. The SAM.gov notice lists 70ZH1526QCGA00009, while the RFQ document lists 70ZH1527QCGA00009. Please confirm the correct solicitation number to reference on our quote. 70ZH1527QCGA00009

2. Paragraph vi references eight (8) CLINs, but the table shows only CLIN 0001. Please confirm that a single lump-sum CLIN 0001 is to be priced.

1 CLIN

3. What is the required period of performance or completion timeframe after award?

Paragraph viii refers to the SOW, but the SOW does not state one.

90 days.

4. Is a Service Contract Act or Davis-Bacon wage determination applicable? None was attached. 23160 - Electrician, Maintenance

5. Beyond the one-page cover sheet, what specific documentation must be submitted for a quote to be found technically acceptable (e.g., technical approach, state licenses, NETA technician certification level, past performance, insurance)? Is there a page limit or an email file-size limit? Please submit a technically acceptable quote.

6. What quote validity period is required, and are there warranty, insurance, or bonding requirements?

1 year warranty for performance, no bonding requirements. Insurance is up to the contractor’s discretion.

7. Please confirm the correct email for CDR Weston to schedule a site visit (the RFQ lists Weston.L.Avery@uscg.mil, SAM.gov lists avery.l.weston@uscg.mil) and whether any specific site visit dates are planned.

avery.l.weston@uscg.mil

8. Beyond a REAL ID, what are the base access requirements (background check lead time, vehicle passes, non-U.S. citizen restrictions)? Contact avery.l.weston@uscg.mil

9. Has this switchgear previously been serviced under a Government contract? If so, please identify the prior contract and contractor. Contact avery.l.weston@uscg.mil

Scope and Pricing

10. The scope includes "repair as necessary" of damaged or missing (cannibalized) components. Since the contract is Firm Fixed Price, should damaged or missing parts found during inspection be priced later through a modification after Government authorization, or should the quote include an allowance? Is there a known list of the components missing from Cabinet 5? Contact avery.l.weston@uscg.mil

11. Section 6.0 Deliverables refers to "all awarded cabinets" and "any repaired cabinets."

Please confirm that Cabinet 5 and its Smith Hall feeder are the only equipment in scope.

Contact avery.l.weston@uscg.mil

12. Will an "approved equivalent" fuse be accepted in place of the Eaton 15CLE-250E? Are fuse holders/mountings (ref. style 1A33843G26) included in scope if they are found damaged? Contact avery.l.weston@uscg.mil

13. Are the existing Cabinet 5 fuses known to be blown? If so, is a root-cause evaluation expected? Contact avery.l.weston@uscg.mil

Feeder Cable Testing

14. Please provide the feeder cable details: approximate length, conductor size, insulation type (EPR/XLPE), shield type, age, and routing (duct bank or manholes).

No reliable data at this time.

15. What is at the Smith Hall termination (stress cones, elbows, switch, transformer)? Will mailto:Weston.L.Avery@uscg.mil mailto:avery.l.weston@uscg.mil mailto:avery.l.weston@uscg.mil mailto:avery.l.weston@uscg.mil mailto:avery.l.weston@uscg.mil mailto:avery.l.weston@uscg.mil mailto:avery.l.weston@uscg.mil mailto:avery.l.weston@uscg.mil mailto:avery.l.weston@uscg.mil terminations need to be disconnected for testing, and who is responsible for disconnecting and reconnecting them?

Contractor with CG oversight/QA/QC

16. Is insulation-resistance testing alone required, or should VLF withstand or tan-delta testing also be included?

At this time, insulation testing is sufficient.

Outages and Safety

17. SOW 4.0E requires outage requests 72 hours in advance, while Section 5.0 requires 14 days. Which requirement governs?
