About this file
This document is a Specifications file for a federal contract issued by the United States Coast Guard for maintenance and repair services at the U.S. Coast Guard Academy in New London, Connecticut.
The Coast Guard Academy requires inspection, fuse replacement, component repair, and testing of an existing Eaton/Cutler-Hammer MVS2 Medium Voltage Switchgear system operating at 13.2 kV. The primary focus is Cabinet 5 maintenance, which involves thorough inspection of all components, safe removal and replacement of three existing fuses with new Eaton 15CLE-250E fuses (15.5 kV, 3-inch Single Barrel), and insulation resistance (Megger) testing on a 15 kV feeder cable running from the switchgear to Smith Hall in accordance with ANSI/NETA ATS/MTS standards. The contractor must safely re-energize Cabinet 5 and the associated feeder line upon completion and procure three additional Eaton 15CLE-250E fuses as on-site spares. The project addresses previously cannibalized parts requiring a certified electrical contractor to assess, procure, and install replacement OEM components to restore full operational capability.
The contractor must comply with NFPA 70E electrical safety standards and OSHA regulations, provide Arc Flash rated PPE, coordinate Lockout/Tagout procedures with the facility Point of Contact, and submit outage requests at least 14 days in advance if facility-wide or partial power outages are required. All personnel must be appropriately licensed by state and local authorities. Deliverables include a detailed Field Service Report documenting inspections and repairs and a NETA-certified test report with Megger results for the feeder cable. The contractor is responsible for debris removal, hazardous waste disposal in compliance with federal, state, and local regulations, and restoration of any damaged work areas to pre-contract conditions.
