About this opportunity
The Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) is conducting market research to gather information on the availability and technological capabilities of detect and defeat systems to address current and future threats related to unmanned aircraft systems (UAS). INL is interested in obtaining information on handheld/man-portable, portable, and fixed/static detect and defeat systems, as well as kinetic counter-UAS options, from companies with mature systems, manufacturing capabilities, and industry-leading quality standards. Companies must possess all required licenses and approvals to ship systems overseas and may be required to provide training, installation, integration, testing, repairs, and other services, potentially in remote, austere, and high-threat environments. Responses to this pre-solicitation notice are due by November 27, 2024, and should be submitted using the provided Attachment A format. The government reserves the right to conduct one-on-one discussions with respondents and request additional information.
This pre-solicitation notice does not have a set-aside designation, and the government has not provided any information on potential incumbents or current contractors. The notice indicates that the Department of State is considering awarding Indefinite Delivery Indefinite Quantity (IDIQ) contracts, Blanket Purchase Agreements (BPAs), or similar ordering mechanisms to fulfill recurring needs and streamline the acquisition process, but no specific award values or budget ranges have been disclosed. The quantity of goods or timeline for services has also not been specified.
