About this opportunity

The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, seeks initial and recurrent ground school, flight training device, and simulator training on the Airbus A-330 for FAA inspectors and pilots, with proposals due October 23, 2026 at 2:00 P.M. CDT. The procurement is full and open with no set-aside.

The contract is a firm fixed-price, indefinite delivery/requirements type with a one-year base period (December 1, 2026 through November 30, 2027) and four optional 12-month extension periods through November 30, 2031. Place of performance is vendor-determined; the nearest airport is Oklahoma City. Contractor must provide Level 5 (minimum) Flight Training Device and Level C (minimum) full flight simulators. Training must be delivered using FAA-approved programs under 14 CFR Part 121, 135, 141, or 142 by ATP, Aircraft Certification, and Flight Test Engineer certified instructors. The incumbent contractor is Airbus Americas under contract 6973GH-22-D-00001.

Seven contract line items (CLINs) cover initial pilot qualification training for two-student crews and single students, recurrent pilot qualification training in both configurations, and flight test engineer ground school training. Flight test engineers attend ground school only; no simulator or flight training device time is authorized for that category. Historical data indicates approximately 32 students have attended training across initial and recurrent courses. All training costs—facilities, aircraft operation, fuel, landing fees, materials, and instructor compensation—must be included in the contract price.

Award will be made to the lowest-priced technically acceptable offeror. Five equally-weighted evaluation factors apply: evidence of FAA-approved training program, proof of aircraft/simulator ownership or lease, detailed description of training aids and facilities availability, proposed ground and flight training hours meeting requirements, and proposed number of training days to complete all courses. NAICS 611512 (Flight Training); PSC U009 (Education/Training—General). Contact Joe Oglesby, Contracting Officer (AAQ-740), at joe.oglesby@faa.gov; all questions must be submitted in writing.
