About this file

This file is a Questions and Responses document addressing inquiries submitted regarding Federal Aviation Administration (FAA) solicitation 6973GH-27-R-00013 for Airbus A-330 pilot and flight test engineer training services. The Q&A clarifies key requirements and submission details as of October 9, 2026.

The solicitation seeks Initial and Recurrent Ground School and simulator training for FAA inspectors and pilots on the Airbus A-330 aircraft, structured as a Fixed Price Indefinite Delivery/Requirements contract with a one-year base period and one four-year option period. The requirement is full and open, non-set-aside, with award to the lowest price technically acceptable proposal. Training delivery locations are vendor-determined, with the nearest airport being Oklahoma City (OKC). The contract encompasses seven CLINs covering initial pilot qualification training for two-student crews and single students, recurrent pilot qualification training in the same configurations, and flight test engineer ground school training. Historical data indicates approximately 32 students have attended training across both initial and recurrent courses. The original proposal deadline of October 9, 2026 was extended to October 23, 2026 at 2:00 P.M. CDT. Flight test engineers attend ground school only with no flight simulator or flight training device time authorized. Flight Training Devices must meet a minimum FAA Level 5 classification. The incumbent contractor is Airbus Americas under contract 6973GH-22-D-00001. The vendor determines the specific number of training hours required to accomplish each course, with course scheduling typically occurring 30-180 days in advance based on organizational Call for Training requests and pilot need dates.

Questions as of 10/9/2026 10/7/2026 When it is stated there will be "No SIM training" for the FTE, does this mean no FTD and no FFS?

The FTE only attend the ground school training portion. No aircraft or flight simulator (FTD/FFS) flight time is authorized by the PWS.

10/5/2026 Can you confirm whether this is a full and open requirement, or if it is set aside for small businesses or another designation? Full and Open Requirement

Page 12 states that the "minimum under this contract is the number hours required in CLIN 0001." Could you please clarify the numbers/hours for CLIN 0001, as they are not filled in on any of the forms? The number of hours is set by the vendor to accomplish each training

Will all questions and answers be posted to SAM.gov? Yes.

Given that the current deadline is in a few days and the Q&A has not yet been posted, could you please grant an extension for the proposal submission? Extended to 10/23/2026 Could you please provide further elaboration on the Section M Evaluation Criteria? The Programs Evaluation Team will rate your proposal by the factors listed in Section M. Please provide all the necessary information related to each factor.

Is there a page limit for the proposal? Additionally, please clarify how many volumes are required, as including everything in a single volume/document would be too large. No Page is required, however I would highly recommend to remain focused on the requirements of the SIR.

The solicitation also doesn’t outline in Section L where to place the technical. L.2 list technical but it does specify which section it should fall under. A technical Capabilities section can be included in this section to help support the evaluation factors listed in L.2. and also, in Section M.

Can you please provide the previous contract number? 6973GH-22-D-00001, Airbus Question from our flight training team: What is the reason requiring a minimum level 5 FTD? For Flight Training Devices (FTD), the FAA Classifications are Levels 4 – 7. With the minimum Level 5 that is the lowest level of FTD we can accept. Levels 6 is acceptable. Level 7 is for Helicopter.

Could you let us know the place of performance/Shipping Address for this project? Training location is determined by the Vendor.

Additionally if you could let us know the Closest Airport Code, we would be grateful. OKC

What is the typical lead time between a training request and the required class start date? Both organizations provide their Call for Training just prior to the start of the upcoming fiscal year. This Call for Training list their training requirements for 12 months of the upcoming FY. This Call for Training has the pilot need by dates based on quarters. The need by dates drive when the pilots can attend training and AFB-560 works with the vendor to get available course dates to schedule the pilot, inspector, and FTE 30-180 days out from the need by date. The availability of the course date drives when the course can be scheduled. The Flight Standards department uses a program called Emergency Quota request, which when a pilot or inspector needs training right away is submitted to the program office AFB-560 to coordinate, schedule, request funding, and submit a PR to the contracting office. AIR Certification Department schedule and reschedule with the program office throughout the FY.

3. Approximately how many students have attended? Using the FAA Academy Electronic Learning Management Systems (eLMS) historical information, it lists for course number 28081, 16 students and for course 28187, 16 students for a combined total of 32 students that have attend this training.

a. Initial Qualification Training See IGCE table above

b. Recurrent Qualification Training See IGCE table above

c. FTE Ground School annually over the past three years? See IGCE table above

4. What is the anticipated annual training volume during the base period and option years? See IGCE table above.

5. Is there an incumbent contractor currently providing A330 training services? If so, can the Government identify the incumbent and contract number? Airbus Americas, 6973GH-22-D-00001

6. Do you want all documents combined into one PDF for submittance? If the documents can be provided as they are individual titled that will help with filing the document in the contract file by their title for record keeping.

7. Can the Government provide historical ordering quantities for each CLIN under the current or previous contract? The FAA Academy eLMS system all pilots, inspectors, and FTE’s are enrolled in course 28081 and 28187 with a scheduling offering ID through this system. This ID is used to enroll each student, so that course completion grade can be recorded for each student as part of their learning history. The eLMS list for course 28081 ten (10) scheduling offering ID have been issued, and course 28187 lists twelve (12) scheduling offering ID have been issued. This is the history of these two courses from the start to date that scheduled offerings that have been issued and recorded learning history so far.

Do we need an updated PWS or does the current language, "substitute equal in content and quality" account for electronic versions of the manuals (FCOM)? Yes, that language accounts for electric versions of manuals
