About this opportunity
The U.S. Department of State's U.S. Embassy Pretoria is soliciting Information Technology Advisory and Procurement Oversight Advisory Services through a competitive procurement process (Reference PR15887879). The engagement requires specialized advisory support to strengthen IT asset lifecycle management controls and improve procurement review safeguards at CDC South Africa operations in Pretoria, with coverage extending to Cape Town and Durban locations as needed. Key objectives include conducting targeted assessments of current practices, identifying control gaps, and providing practical tools, templates, and implementation guidance for leadership consideration. Qualified consultants must demonstrate experience providing advisory services in U.S. Government operational environments, possess knowledge of federal property accountability and equipment lifecycle management, have completed at least one prior federal property disposal engagement at an overseas U.S. Government mission, and demonstrate ability to develop written assessments and frameworks. Desirable qualifications include experience with public health programs, PEPFAR-funded environments, or CDC/HHS-funded overseas operations. Proposals must be submitted by March 25, 2026, to pretoria_quotations@state.gov and kriekjx@state.gov. The solicitation does not specify evaluation criteria weightings or a budget range.
This procurement contains no set-aside designations and identifies no incumbent contractor. The engagement is structured as a fixed-price contract with an estimated period of performance from the date of award through May 29, 2026, representing approximately 36 working days of advisory effort. The place of performance is CDC South Africa in Pretoria Central, South Africa, with advisory coverage extending to regional operations in Cape Town and Durban as needed. No deposit payments will be authorized, and the U.S. Embassy will make no provision for price fluctuations or exchange rate variations; therefore, contractors must incorporate contingency provisions for potential cost increases in their fixed-price proposals. Payment will be made via electronic funds transfer (EFT) within 30 calendar days following delivery of services and receipt of invoice, whichever occurs later.
