About this opportunity

The Department of the Army, through the Contracting Command-Detroit Arsenal, is procuring innovative commercial solutions for the Infantry Squad Vehicle-Heavy (ISV-H) through a Commercial Solutions Opening authorized under DFARS Subpart 212-70. The ISV-H is a tactical vehicle designed to provide exportable power for tactical operations and onboard power for mission command, with capabilities including 60 kWh rechargeable energy storage, minimum 60 kW continuous HVDC export power generation, and the capacity to transport a six-soldier infantry squad with 4,000 pounds of payload. The Army seeks commercially available or non-developmental items with minimal modifications and anticipates an acquisition objective of 606 platforms for employment at division and brigade echelons. Evaluation criteria include technical merit, affordability of the proposed solution, schedule feasibility, technology readiness level, logistics data availability, right-to-repair provisions, data rights, and importance to agency programs, with all factors weighted equally using scientific and technological peer review. The solicitation is structured as a multi-phase competitive process with a white paper submission deadline of April 13, 2026 (the current due date for Phase 1), with revisions issued through April 10, 2026, and potential Phase 2 engagements and Phase 3 formal proposals to follow.

This procurement employs no set-aside designations and includes no named current incumbents. The anticipated award value ranges from $150,000 to $400,000 per unit, with offerors required to submit pricing in $50,000 increments demonstrating design and feature trade-offs; no specific funding has been reserved and awards are contingent on funds availability. The acquisition is structured in three segments: Segment 1 (Commercial Solutions Opening with up to three awards), Segment 2 (prototype development and testing with up to three OTA agreements or FAR-based contracts requiring up to three prototypes per offeror for concurrent user assessment), and Segment 3 (follow-on production contracts). The Segment 2 prototype development phase allows nine months from contract award to Safety Release and prototype delivery, followed by capability testing and user assessment at Aberdeen Testing Center. Primary place of performance is anticipated to be at participating offerors' facilities, with contractor logistics support including operator training, spare parts, and maintenance support required at designated Army locations, and the Government reserves the right to award FAR Part 12 contracts or Other Transaction Agreements under 10 U.S.C. 4022.
