Phase 1 requires offerors to submit white papers within 10 business days of CSO release, with selected offerors advancing to Phase 2. Phase 2 provides 2 business days for preparation followed by up to 5 days of government-conducted engagements/presentations with selected vendors, who are then invited to Phase 3.
