About this opportunity

The Department of the Army is seeking voluntary industry input through a pre-solicitation market survey on the continued development, production, and sustainment of the Infantry Squad Vehicle 9-Passenger (ISV-9) and Infantry Squad Vehicle Utility (ISV-Utility), with responses due November 25, 2026 at 17:00 EST. No set-aside is used. The notice is a request for information, not a request for proposals, and the government assumes no financial responsibility for response costs.

The estimated total requirement spans FY2028 through FY2038 at approximately 20,787 vehicles (9,003 ISV-9 and 11,784 ISV-U), subject to funding availability, for the U.S. Army, Army National Guard, Army Reserve, and potential Foreign Military Sales customers. Initial contract award is targeted for July 2028 (4QFY28), with initial deliveries projected to begin in 4QFY29.

Technical scope covers rollover protection, transportability (CH-47 internal, UH-60 external, and LVAD), payload, mobility across specified terrain profiles, 95-98% operational availability, towing and recovery, 4,000W continuous power generation for ISV-U, NDAA-compliant battery sourcing, and autonomy-ready architecture. Respondents must provide Average Manufacturing Unit Cost estimates at 100, 500, 1,000, and 1,500+ annual production volumes, separating base commercial platform cost from military modification cost, and address lifecycle support, including Performance-Based Logistics feasibility. The questionnaire also covers security clearances, production facility capacity, logistics supportability, and quality systems. The government seeks Unlimited Rights to technical data, Form-Fit-Function data, and operator and maintenance materials regardless of funding source.

Responses go to Contracting Officer Mathew M. Stocker at mathew.m.stocker.civ@army.mil in Microsoft Word or PDF, limited to 50 pages with one-inch margins and Times New Roman 12-point font. Proprietary information must be clearly marked, and any Controlled Unclassified Information requires secure transmission via DoD SAFE.

Notice text

The United States Army is seeking information to identify qualified and capable industry partners to support the continued development, production, and sustainment of the Infantry Squad family of vehicles. This critical initiative focuses on assessing the industrial base's capacity to deliver and support two primary commercial platforms: the Infantry Squad Vehicle 9-Passenger (ISV-9) and the Infantry Squad Vehicle Utility (ISV-Utility). This request for information (RFI) does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
