About this file

This is a Questions and Answers (Q&A) document for the ISV-Heavy (ISV-H) Concept Solicitation Opportunity (CSO), a U.S. Army acquisition for an Infantry Squad Vehicle-Heavy platform. The document addresses 24 questions from potential offerors regarding technical requirements, submission procedures, and evaluation criteria for this multi-segment acquisition.

The CSO seeks complete ISV-H vehicle solutions culminating in prototype delivery, with offerors responsible for integrating all systems and subsystems. The Government is targeting commercial solutions with an HVDC output voltage range of 300-800VDC and does not require a specific nominal bus voltage. Key deliverables include prototypes, technical manuals, logistics data, a 3-year parts list, special tools, test equipment, and health diagnostics support enabling organic Army maintenance. Phase 1 submissions are limited to a 20-page white paper plus the completed Attachment D: ISV-H Desired Capabilities Impact Table (which does not count against the page limit). The Government will not publicly disclose contractor names or proprietary information in Q&As but reserves the right to publish questions and answers if beneficial for clarifying requirements. Proposals from non-US entities in qualifying countries, including the United Kingdom, are permitted. The CSO references an Army Procurement Objective and Army Acquisition Objective of 606 vehicles; however, detailed pricing for production quantities will be solicited in Phase 3 (Segment 3) should the Government proceed with a production award. Maintenance and repair actions for prototypes during Segment 2 will be performed by contractor Field Service Representatives under a Contractor Logistics Support construct, with detailed technical and sustainment requirements provided only to offerors advancing to Phase 3.

Number Question Government Response

Will questions and answers be shared with all ISV- H potential bidders /bidders and shared with the public? Request to not share and at a minimum to not release the contractor’s name associated with each question.

The Government will not publicly disclose a contractor’s name or proprietary solution information received in a question. While there is no plan to publish a consolidated public Q&A document, the Government reserves the right to publish questions and their corresponding answers if it determines the information is beneficial for clarifying requirements for all potential offerors. Furthermore, should any question result in a necessary revision to the CSO itself, the Government will issue a formal revision on SAM.gov.

Is this RFI seeking a complete vehicle solution, or are subsystem/component-level responses acceptable?

The CSO is seeking a complete ISV-H vehicle solution culminating with the delivery of vehicle prototypes, however, in accordance with § 1.3 of the CSO, offerors are encouraged to propose its best solution even if the proposed solution does not meet all desired capabilities.

If subsystem responses are allowed, how will integration responsibility be handled (e.g., prime contractor, team-based, or government-led integration)?

As the CSO is seeking a complete vehicle solution, the responsibility for integrating all systems and subsystems into a functioning prototype lies with the offeror.

What is the expected input power source to the export power system? Is it the existing vehicle HVDC bus (if so, what voltage range?)

The expected electrical input into the export AC power inverter is High Voltage Direct Current (HVDC). The HVDC would be expected to come from power generated by the base vehicle platform (i.e. generator, battery, etc) and fed into the export power inverter.

6 What is the target HVDC output voltage range?

The Government is targeting commercial solutions for ISV-H and is not requiring a specific nominal HVDC bus voltage (e.g. Mil-Std-3072 600VDC power). The Government does expect the HVDC output voltage range produced by the vehicle platform would be between 300-800VDC.

Ask if responses are possible from non-US entities

– we are based in the UK and believe we have technology related to this call.

Yes, proposals from non-US entities located in "qualifying countries," including the United Kingdom, are permitted and will be evaluated. However, all offerors, regardless of origin, must comply with all other terms, conditions, and requirements outlined in the CSO.

In the process of determining the Phase 1 ROM we have identified a question about what quantities we should be quoting to. It appears that in the CSO documentation (PD GMV_ISV- Heavy_CSO_30MAR26.pdf) that we definitely need to quote in the ROM to 1 to 3 vehicles.

However, in the documentation it also talks about an AO of 606 vehicles (page 3, para 1.2) . The question is, what is the Army’s expectation to understand the pricing for up to 606 vehicles? And if not in the Phase 1 ROM, when would this pricing be expected?

Under the subject CSO, the Rough Order of Magnitude (ROM) should encompass all elements associated with Segment 2 of the CSO.

The Government does not require offerors to provide detailed pricing for the currently approved Army Procurement Objective and Army Acquisition Objective of 606 vehicles in this CSO's submission. Pricing for potential production quantities will be solicited at a later stage of this acquisition, should the Government elect to proceed with a production award (Segment 3).

Please confirm that the required submission is limited to the 20-page white paper and the attachment provided in the solicitation. We want to ensure full compliance with all submission requirements.

In accordance with § 3.2.1, the Phase 1 White Paper submission is limited to 20 pages. As part of Phase 1 submissions, a completed "Attachment D: ISV-H Desired Capabilities Impact Table" does not count against the 20-page limit.

Does the coversheet and table of contents count against the 20 page white paper count?

Per CSO § 3.2.1, the white paper is limited to 20 pages. The CSO explicitly states that "Attachment D: ISV-H Desired Capabilities Impact Table" does not count against this limit. The CSO does not explicitly exclude cover pages and tables of contents from the 20-page limit, therefore, the table of contents and cover page are included in the 20-page limit.

Please confirm that peak 15kW is desired for the 28 VDC export desire?

The desire for the On-Board Vehicle Power (OBVP) capability (i.e. 28VDC Power Generation) is to provide 15kW of 28VDC continuously. Please reference Revision 01 to Attachment B, Attachment B_ ISV H Desired Capabilities Rev01_10Apr26.

Please confirm the Logistics data listed in the CSO Paragraph 2.3 (TMs and other logistics data) are to be submitted as part of the production proposal Phase 3 and not part of this white paper?

The Government is requesting the offeror’s approach and availability regarding logistics data, manuals, data rights, and Right to Repair. The detailed proposal content would come later in Phase 3, when the Government may provide the Segment 2 Statement of Work and request a full technical and price proposal.

See CSO § 2.3, § 3.4.1, and § 3.4.3.

Reference paragraph 2.3 of the PD+GMV_ISV- Heavy_CSO_30MAR26.pdf file: What does “access to all relevant OEM data” refer to?

The reference in CSO § 2.3 to “access to all relevant OEM data” is removed as of Revision 02, please reference PD GMV_ISV-Heavy_CSO REV 02_10APR26 . The Government’s intent is that any resulting Segment 2 award will specifically identify the sustainment data and support needed to enable the Army Organic maintenance and repair strategy. The detailed requirements would be provided only to offerors invited to proceed to Phase 3 of the CSO. See CSO § 2.3 and § 3.4.1.

Should the Whitepaper include the cost of developing Depot level work directives as described in the Right to Work Attachment C. Para 2.5, What format does the Government expect the Depot level instruction to be submitted in?

Depot-level repair manuals or depot-level work directives are removed from Attachment C. Please reference Attachment C ISV-H Right to Repair and Data Rights_REV01_10Apr26. In Phase 1, the white paper shall include a Rough Order of Magnitude against an offeror's proposed solution. It is the Government’s intent in Segment 2 through the award to address the operator and field-level maintenance publications.

16 Is non-CARC-E paint acceptable?

The Government is seeking an offeror's commercial solution to meeting Attachment B Desired Capabailities

For the health diagnostics support - is the offeror expected to provide a total solution or simply access to the on-board vehicle data? How much data is needed to be stored for the health diagnostics support?

This is dependent on the prototype solution proposed by the offeror. It is the Government’s intent that the Army be able to connect its maintenance support device to the prototype system for diagnostic and maintenance purposes. It is the Government’s intent that such software, access, and licensing be provided as necessary to support organic maintenance capability.

The detailed requirements applicable to this effort would be identified in the applicable technical and sustainment requirements provided to offerors invited to proceed to Phase 3 of the CSO.

Is there a MILSTD for the EMI containment that will be applied?

The Government intends to include applicable military standards for electromagnetic interference and electromagnetic compatibility as part of Phase 3, which may include MIL-STD-461 for equipment-level EMI/EMC requirements and, as applicable, MIL-STD-464 for system-level electromagnetic environmental effects requirements. Any specific standard, tailoring, or associated test method applicable to this effort would be identified in the applicable technical requirements provided to offerors invited to proceed to Phase 3 of the CSO.

Does the government expect every capability to be listed in Appendix D spreadsheet or those that have cost / schedule implications that should be called out from the base vehicle?

The Government expects Attachment D to be completed in full against the Desired Capabilities identified in Attachment B. The CSO requires the offeror to complete Attachment D: ISV-H Desired Capabilities Impact Table as part of the Phase 1 submission, and nothing in the CSO limits that requirement only to capabilities with cost or schedule implications. See CSO § 3.2.1(1) and § 3.2.1(9).

20 Is the 3 year parts list to be priced?

The CSO states that a 3-year-priced parts list will be required to support replacement parts and sustainment planning. The detailed requirements associated with that list would be provided to offerors invited to proceed into Phase 3 of the CSO. See CSO § 2.3.

CSO requires the delivery of one complete set of Special tools, is this correct or is only a list with pricing required.

Under the anticipated Segment 2 award, the offeror would be expected to support the development of the technical manuals, and as part of that effort identify the required initial spares, Special Tools, and Test Equipment needed to support the system. The physical delivery of one (1) set of Special Tools and Test Equipment is anticipated to be a requirement under Segment 2 award. Those detailed requirements would be provided only if the offeror is selected to proceed into Phase 3 of the CSO. See CSO § 2.3.

Will the Government convert the manuals to IADS format?

No, the Government will not convert to IADS format.

A 3-year parts list is requested There will not be a completed provisioning to assess the parts that the government will be procuring, what is the basis for the parts list.

It is the Government’s intent to proceed into Segment 3 and award a production contract for fielding of the production variant. It is also the Government’s intent that the system be supportable through organic sustainment, utilizing the technical manuals procured under Segment 2 award. At this time, full provisioning will not be complete and is expected to continue during execution of the production contract. Accordingly, the Government’s intent is to establish the ability to procure necessary spare and repair parts under the Segment 2 award three-year parts agreement until provisioning is completed. These detailed requirements would be provided only to offerors invited to proceed to Phase 3 of the CSO.

With regard to maintenance actions, a 91B is not qualified to perform maintenance on high voltage equipment, will the unit have a 91D to support HV maintenance?

No change to the selected unit’s maintenance structure is anticipated prior to the User Assessment. Under the anticipated Segment 2, all maintenance and repair actions for the prototype systems at both the Government test facility and the User Assessment location will be performed by the contractor’s Field Service Representatives, consistent with the Contractor Logistics Support construct.
