About this opportunity
The Department of Veterans Affairs Strategic Acquisition Center Frederick issued a Special Notice on April 1, 2026, regarding an Federal Procurement Data System (FPDS) reporting update for Medical Disability Examination (MDE) contracts. This is an informational notice only and requires no response from industry. The notice concerns four Indefinite Delivery Indefinite Quantity (IDIQ) contracts that were awarded in December 2024 to Loyal Source Government Services LLC, OptumServe Health Services Inc, QTC Medical Services Inc, and Veterans Evaluation Services Inc. The contracts support the MDE program for Regions 1-4, also known as the Short-Term Contracts (STC) recompete initiative. The VA is updating FPDS reporting procedures to reflect the actual scope and execution of these contracts.
The primary purpose of this notice is to inform industry of an administrative adjustment to the FPDS Total Contract Value reporting for each of the four awarded MDE contracts, which will be updated from $3,294,180,138.43 to $5,000,000,000.00 per contract. The contract ceiling is uniquely structured as a maximum quantity of 9 million medical disability examinations rather than a dollar value, since each examination varies in scope and composition. To date, 5.2 million exams have been completed or are in progress, remaining within the established ceiling. The original dollar reporting value was for administrative purposes only and did not represent an actual dollar ceiling; the adjustment reflects task order awards that have exceeded the originally reported dollar values while the physical exam ceiling remains unmet. The actual total contract values will be finalized upon conclusion of all task orders performed under these IDIQ contracts.
