About this opportunity

The Department of the Air Force Air Mobility Command seeks quotations for industrial door maintenance and repair services at Joint Base Charleston, with proposals due June 10, 2026 (extended from June 5 via Amendment 1). This is a 100% HUBZone small business set-aside with a small business size standard of $12.5 million.

Place of performance is Joint Base Charleston, North Charleston, SC. The contractor shall provide preventative maintenance inspection (PMI), routine repair, and emergency repair services on over 1,000 doors across multiple facilities including aircraft hangars, flight operations buildings, ammunition storage magazines, and support facilities. Performance work must comply with OSHA Standards 29 CFR 1910 & 1926, USACE EM-385-1-1, AFMAN 91-203, NFPA 80 (2025 Edition), and DASMA TDS #270 and #271.

The base contract period runs October 1, 2026 through September 30, 2027, with four optional one-year extensions through September 30, 2031. The contractor operates under a $1,000 limit of liability per repair (labor, materials, and equipment combined); repairs exceeding this threshold require contracting officer approval. PMI must be completed annually with 95% on-time compliance. Routine service calls require one-business-day response (90% compliance); emergency responses for aircraft movement or security impediments require two-hour response (100% compliance). Historical workload data shows approximately $441,827 in repair costs over four years.

Prevailing wage rates apply under Service Contract Act Determination 2015-4427 Rev. 33 (effective March 30, 2026), with rates for service employees including Electrician and Machinery Maintenance Mechanic at WG-10 Step 2 ($43.12 per hour including fringe). Prime contractors may not subcontract more than 50 percent of government payment to non-similarly situated subcontractors.

A mandatory site visit is scheduled for May 19, 2026 at 9:00 AM EDT, limited to two personnel per firm with registration required by May 12. Questions were due May 21. Quotations must include three parts: contractor information with amendment acknowledgments, completed pricing schedule (Attachment 2 Rev 1, corrected via Amendment 2), and up to three past performance references. Award will be made to the responsible offeror offering best value, evaluated first on lowest price with past performance assessment proceeding in price order until an offeror receives Substantial Confidence rating. NAICS 811310; PSC J038.
