About this file
This file is a Questions and Answers document for federal contract opportunity FA441826Q0048, FY27 Industrial Door Maintenance and Repair.
The solicitation is a 100% HUBZone small business set-aside competition for industrial door maintenance and repair services. Key contractual terms include a $1,000 limit of liability that applies only to service calls (repairs), not to preventative maintenance inspections (PMI) or estimates. The contractor bears full responsibility for PMI costs. All work and materials must comply with UFC 4-440-01, UFGS 08 33 23, UFC 4-211-01, and applicable local, state, and federal codes. Historical pricing data provided reflects actual repair costs from the incumbent contractor, X CELL MANAGEMENT INC. (Contract FA441822D0005, $635,196.86 total award value, October 1, 2021 – September 30, 2026), with only service calls exceeding the scope of PMI documented. The base does not currently guarantee lay-down yard space but may provide it upon request if available. The previous contract contained no limit of liability, so historical data represents total repair costs without accounting for the new $1,000 deductible structure bidders must price accordingly.

FY27 Industrial Door Maintenance and Repair
Questions and Answers
Q1. How many preventative maintenance inspections (PMI) were affected by the limit of liability (LoL)?
A1. The limit of liability does not apply to PMI. If in the course of performing PMI the contractor notes a repair is needed, then the contractor is liable for any needed repairs up to the limit of liability. However, if the contractor determines that the repair will exceed the limit of liability, they will proceed with providing an estimate in accordance with the PWS. The previous contract did not contain a limit of liability. All historical data for service calls (repairs) has been provided in Appendix C.
Q2. Does the LoL apply to all repairs and PMIs?
A2. The limit of liability only applies to service calls (repairs). The contractor is responsible for all costs associated with standard PMI.
Q3. Must the rolling steel doors be galvanized per ASTM A-525 with baked-on primers?
A3. For maintenance, repairs, and potential replacements, all work and materials must comply with UFC 4-440-01, UFGS 08 33 23, UFC 4-211-01, and all applicable local, state, and federal codes and regulations.
Q4.Was the LoL applied to the pricing shown in the documents?
A4. The contract for which historical data has been provided did not include a limit of liability.
Therefore, the prices shown in Appendix C are reflective of the total cost of the repair.
Q5. Is this a sole-source award?
A5. This requirement is being competed as a 100% HUBZone small business set aside.
Q6. Where is the historical data for the contractor’s year-end billing?
A6. Yearly pricing for PMI is proprietary to the incumbent and is therefore not included in the historical data. Only service calls (repairs) that exceeded the scope of PMI are captured.
However, contractor name, contract number, total award value, and period of performance have been provided below.
Awardee: X CELL MANAGEMENT INC.
Contract Number: FA441822D0005 Total Award Value: $635,196.86 Period of Performance: 1 October 2021- 30 September 2026
Q7. Can you please confirm that any work under the $1,000.00 LoL will not be paid by the government, if so, how many repairs were called out that were not invoiced?
A7. The contractor is liable for any repair up to $1,000. The current contract does not have a limit of liability. Therefore, the historical data provided in Appendix C is reflective of the total value of each repair that was performed.
Q8. Does the base provide a lay-down yard?
A8. The base does not currently provide a lay-down yard. The awarded contractor may request a lay-down space, and the government will provide the space if it’s available. Space for a lay-down yard is not guaranteed to be provided by the Government.
