About this opportunity
The Defense Health Agency is conducting a market research initiative for an OCONUS Medical Q Coded Services Enterprise Strategic Sourcing Program that will procure credentialed and non-credentialed healthcare professional staffing services to support Military Treatment Facilities, branch health clinics, and dental clinics in the Indo-Pacific Command region, including Japan and Korea. The government anticipates awarding five separate single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts across distinct labor segments: Direct Patient Service Providers, Mental Health, Nursing Services, Medical Support, and Dental Services. Key contract requirements include recruiting and credentialing qualified healthcare personnel, conducting competency-based screening, performing primary source verifications, maintaining employee records and continuing education tracking, and achieving minimum performance metrics including 90 percent overall fill percentage and 92 percent package acceptance rate. The contractor must maintain compliance with HIPAA and Privacy Act regulations, establish appropriate information technology systems (Applicant Tracking System, Vendor Management System, Enterprise Resource Planning system), and maintain a minimum $2 million letter of credit. Evaluation criteria will assess organizational capability, staff qualifications, project management competency, cost containment ability, personnel retention capacity, and performance-based service delivery experience. Interested organizations must submit responses to the Sources Sought announcement by March 10, 2026, via email to the designated contracting officers.
This procurement has not been designated with any set-aside status and will be procured through either full and open competition or a small business set-aside depending on market responses received. No current contractor or incumbent is identified in the pre-solicitation notice, as this is an initial strategic sourcing program for these services in the region. The government has not disclosed specific award values or budget ranges in the pre-solicitation documentation, with final contract pricing to be determined through the full and open solicitation process. The contract will serve multiple military installations across Japan and Korea, including U.S. Naval Hospital Okinawa, U.S. Naval Hospital Yokosuka, Air Force medical groups at Misawa, Yokota, and Kadena, and Army health facilities at Camp Zama, with performance locations subject to expansion or modification during the contract period. The future solicitation is anticipated to be posted on sam.gov under solicitation number HT9410-26-R-2000, and the NAICS code is 621111 (Offices of Physicians).
