About this file

This is Exhibit 5 to an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Mental Health services under the Defense Health Agency (DHA). The document establishes standard qualifications and core duties for 23 labor categories that Task Order Contracting Officers (TOCOs) may utilize when issuing task orders under this contract vehicle. The qualifications represent minimum requirements that cannot be reduced below standards specified in DHA PM 6025.13, vol. 4, except where service-specific guidelines apply to fill gaps in DHA guidance. TOCOs retain the authority to modify core duties within individual task order Performance Work Statements to meet specific requirements, but minimum qualifications remain fixed baseline standards.

The labor categories encompassed span clinical, administrative, and support roles across mental health and substance abuse treatment services. These include licensed clinical positions (Clinical Psychologist, Psychiatrist, Clinical Social Worker, Physician Assistant-Psychiatry, Nurse Practitioner, Clinical Nurse Specialist, Registered Nurse variants), counseling and therapeutic roles (Certified Drug and Substance Counselor, Marriage and Family Counselor, Registered Art Therapist, Recreational Therapist, Psychiatric Technician, Psychometrist), and nursing positions at various credential levels (Licensed Practical/Vocational Nurse, Registered Nurse with specializations in case management, medical evaluation board liaison, referral management center, surgical case review, and utilization management). Each labor category specifies required degrees, education/accreditation standards, professional certifications, relevant experience duration, and current licensure requirements, along with defined core duties aligned to military medical facility (MTF) operations and mental health service delivery.
