About this opportunity

The Defense Health Agency (DHA) has issued a Special Notice of Intent to Consolidate contract requirements for Medical Q Coded services in the Indo-Pacific Command region. This notice, posted on April 29, 2026, is for informational and planning purposes only and does not constitute a solicitation for proposals or quotes. The DHA will not accept submissions or pay for information provided in response to this notice. The consolidation applies to healthcare services outside the continental United States (OCONUS), specifically supporting Military Treatment Facilities (MTFs) in locations such as Japan and Korea. This represents a formal determination by the Senior Procurement Executive to consolidate fragmented medical support services under a strategic sourcing approach.

The primary objective of this consolidation is to eliminate performance issues stemming from overlapping labor segments across multiple existing contracts and purchase orders that have caused significant staffing delays exceeding 180 days. The DHA plans to award five separate single-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts organized by specific labor segments: Direct Patient Service Providers, Mental Health, Nursing Services, Medical Support, and Dental Services, each utilizing Firm-Fixed Price methodology. These contracts will be awarded through an 8(a) competitive procurement process, making small business concerns eligible to participate, including Small Disadvantaged Businesses, Women-Owned Small Businesses, and SBA-certified 8(a) firms. Market research has confirmed sufficient small business capacity to support this approach with minimal negative impact on small business participation. While no specific deadline for contractor action is provided in this notice, interested parties should monitor for the formal solicitation announcement that will follow this intent notification.
