About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks to establish multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for mechanical, electrical, plumbing, and fire protection construction and design services at Naval Station Great Lakes and Naval Operational Support Centers. The solicitation requires offerors to demonstrate a minimum of five years of relevant construction and design experience on projects similar in size and scope, with the ability to obtain payment and performance bonds. Evaluation criteria include past performance, construction and design experience, and pricing for both design and construction task orders. Individual task orders are estimated to range from $25,000 to $750,000, with one seed project potentially valued between $1,000,000 to $5,000,000. The original proposal due date was November 28, 2022, but was extended to December 14, 2022, through Amendment 0002, with Amendment 0001 revising the contract not-to-exceed amount to $50 million and the guaranteed minimum award to $5,000 per contractor over the five-year contract period.

No set-aside designation applies to this solicitation, and no current incumbent contractors are identified in the solicitation materials. The total ceiling amount for all task orders across all awarded contracts is $150 million over the potential five-year period including the base year and four optional one-year ordering periods. Multiple awardees will compete for task orders on an as-needed basis with no guaranteed minimum dollar amount beyond the $5,000 minimum award per contractor. The contract will be performed at Naval Station Great Lakes and various Naval Operational Support Centers, utilizing firm fixed-price or fixed-unit-rate task order structures. Offerors were required to submit a Past Performance Questionnaire, Construction and Design Experience Project Data sheets covering up to five relevant past projects each, and a Price Proposal Form, with site visits conducted prior to the submission deadline to allow offerors to review project specifications and site conditions.
