About this file
This is an amendment to a solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for mechanical, electrical, plumbing, and fire protection projects at Naval Station Great Lakes and NOSCs. The amendment revises instructions to offerors, provides a site visit attendance log and project question responses. It extends the time for completion through the end of the 2023 winter shutdown. The solicitation seeks construction services for projects ranging from $25,000 to $750,000, though one seed project is estimated between $1,000,000 to $5,000,000. The Department of the Navy Naval Facilities Engineering Command is the issuing agency.

We are submitting as a 8(a) Joint Venture. I reached out to Rosalyn Putnam at the SBA to get the JV SBA certified. Her remarks are as follows: "SBA now only reviews JV for sole source 8(a) requirements and the JV is then registered In Dynamic Small Business Search (DSBS) and SAM. This has to be an 8(a) competitive contract with Navy. Correct?
SBA would determine eligibility of the apparent successful offeror is identified for a competitive 8(a) contract. Initially when we approved the 8(a) JV you show below on this e-mail thread, the regulations were different, they have changed ( 13cfr part 124:
513 and 124.501 (g)" We will not be getting a letter from the SBA. I will make note of this new FAR in our response. Is this acceptable?
Yes. See Amendment 0003, continuation sheet

For the Seed Project, the Time for Completion of the contract is within 365 calendar days after award.
Taking into account the offer period, design development period/approval process, submittal approvals, and projected equipment lead times, it is projected that the new equipment will arrive onsite too late into the winter shutdown to complete the work within the 365 calendar day contract schedule.
Would it be possible to extend the Time for Completion through the end of the winter shutdown, or 5/15/24?
