About this opportunity

The Naval Facilities Engineering Systems Command, Pacific is seeking to procure multi-discipline architect-engineer services for fire protection engineering projects through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract covering locations across the Pacific region, including Hawaii, Guam, Philippines, and potentially worldwide. The services encompass fire protection system design, engineering investigations, life safety analysis, building and fire code analysis, water supply analysis, construction documentation, technical reports, CFD modeling, risk assessments, and post-construction services for both new construction and rehabilitation projects. Firms will be evaluated based on eight selection criteria: specialized experience, professional qualifications, past performance, quality control program, program management and capacity, sustainable design, commitment to small business, and volume of work. The solicitation follows NAICS Code 541330 (Engineering Services) with a small business size standard of $25.5 million. Interested firms must submit a completed SF-330 package with three paper copies and one CD by 2:00 p.m. Hawaii Standard Time on June 27, 2025, with the estimated contract start date of December 2025.

This procurement is unrestricted with no set-aside designation, meaning both large and small businesses can compete for the prime contract opportunity. The contract structure includes a base period of one year with four one-year option periods, establishing a potential five-year total performance period. The total contract value will not exceed $49 million with a guaranteed minimum of $10,000, providing substantial opportunity for the selected contractor. Large business offerors are expected to achieve a 20% small business participation rate through subcontracting, with specific goals established for various small business categories including HUBZone, service-disabled veteran-owned, and women-owned small businesses. The government anticipates awarding a single IDIQ contract to the most highly qualified firm, with task orders to be issued as projects arise across the NAVFAC Pacific area of responsibility.
