About this file
This document is a Questions and Answers (Q&A) file for Solicitation Number N62742-25-R-0001, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect-Engineer services issued by Naval Facilities Engineering Systems Command (NAVFAC) Pacific. The Q&A addresses a concern about Modification 04 to the synopsis, which inadvertently reverted some previous modification language back to the original text. Specifically, the question relates to the instructions for Criterion 1 in the SF330 Part 1, focusing on how firms should document project details, unique entity identifiers, contract information, and work performed. The government response directs the inquirer to see Modification 05 to the synopsis, indicating that clarification will be provided through that document.

Question Government Response 16 The following is an inquiry related to Modification 04 to the following synopsis, issued yesterday evening: N62742-25-R-0001
INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR ARCHITECT-ENGINEER SERVICES FOR FIRE PROTECTION PROJECTS AND OTHER PROJECTS IN ALL AREAS UNDER THE COGNIZANCE OF NAVAL FACILITIES
ENGINEERING SYSTEMS COMMAND, PACIFIC.
Upon review of Modification 04, we realized that text associated with several previous modifications has reverted back to the original synopsis.
For example, the instructions for Criterion 1 now state: "To enable verification, firms should include the Unique Entity Identifier number along with each firm name in the SF330 Part 1, Section F, Block 25, "Firm Name" Do not use abbreviations or nicknames. In Block 21, include (1) project title, contract number, or project identification number and (2) location. Block 22 shall include (3) the date design and engineering services and construction completed. Block 23a shall include (4) project owner. Block 23b shall include (5) point-of-contact name and e-mail address. Block 23c shall include (6) the point-of-contact phone number. Block 24 shall include (7) the project description;
(8) the Primary Function; (9) contract performance period; (10) original construction contract award amount; (11) final construction contract amount; and (12) a summary of the work performed that demonstrates relevance to specialized experience as described above."
Modification 01, issued 5 June, changed this language as follows: "To enable verification, firms should include the Unique Entity Identifier number along with each firm name in the SF330 Part 1, Section F, block 25, "Firm Name". Include a contract number or project identification number in block 21. Include an e-mail address and phone number for the point of contact in block 23(c). In block 24, include in the project description the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration."
Can NAVFAC please issue a new modification to confirm that the synopsis edits associated with the previous modifications (01 through
03) are still in place?
See Modification 05 to synopsis.
