About this file
This document contains Questions and Government Responses (RFI) for a Naval Facilities Engineering Systems Command Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer services focused on fire protection engineering projects. The RFI addresses 14 specific questions from a potential offeror regarding proposal submission requirements, including clarifications on design-build project experience, key personnel resume requirements, professional engineering license verification, sustainable design criteria, and small business subcontracting goals.
Key details include a 40% small business subcontracting goal, requirements for 11 key personnel resumes with specific professional engineering certifications, submission of three paper copies and one CD of the SF-330 form, and instructions for demonstrating design and construction experience. The contract seeks architect-engineer services that encompass fire protection engineering, geotechnical, and environmental engineering disciplines, with proposals to be submitted following the detailed criteria outlined in the solicitation.

Question Government Response
Criterion 1, page 3: The RFP states “For projects demonstrating design experience, the design portion of the work is to be completed. For projects demonstrating construction surveillance experience, the construction portion of the work is to be completed.” If the project is design-build, can the design portion of the project be used if the construction portion of the project has not been completed.
If the design portion of a Design-Build project is completed, that project could be submitted to demonstrate design experience, but not construction surveillance experience.
Criterion 2, pages 4 and 5: This section requires the submission of key personnel resumes include a Geotechnical Project Engineer and an Environmental Project Engineer. Since both of these disciplines are best served by local (to the project) engineering firms, can you confirm that resumes for these positions are necessary?
In addition, with this IDIQ being primarily fire protection engineering, it does not appear that there will be a significant level of work required for geotechnical or environmental engineers. We request that the requirement for providing resumes for these two key personnel be deleted.
The contract requires the services of multi-discipline Architect-Engineer services, including Geotechnical and Environmental engineering services. The proposed team should include key personnel listed in Criterion 2.
Criterion 2, page 5: The RFP states “must attach current PE license for Fire Protection personnel”. Most states do not specify “fire protection” as an engineering discipline on the license. How should verification be provided if the PE license does not specifically list fire protection? In addition, simply because an engineer is licensed in the discipline of fire protection engineering on their license does not prove the exam was taken in fire protection.
Criterion 2 requires the Firm to certify the PE license of their personnel to be in Fire Protection Engineering through passing the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys.
Criterion 2, page 5: The RFP states “the firm named in the SF330 Part 1, Section F, block 25, “Firm Name” must certify PE license information as true, accurate and current.” How and where is this certification to be provided?
The certification statement(s) by the Firm can be submitted in the portion of the SF330 with Criterion 2 documentation.
Criterion 6: Please confirm that this criterion is applicable to this IDIQ. Fire protection engineering projects are typically not associated with sustainable design.
If a project is a replacement of a fire alarm system, for example, there would not be a sustainable design or sustainability rating system associated with the project.
The contract requires the services of multi-discipline Architect-Engineer services, including disciplines with knowledge and experience in sustainable design. See Criterion 6 - Sustainable Design submission requirements.
9 Criterion 7: How will this criterion be utilized for a prime contractor that just became a large business, therefore, there is no previous small business subcontracting experience?
Follow the instructions provided under Criterion 7 - Commitment to Small Business. Please review Criterion 7 in its entirety to ensure that all submission requirements are met.
SF-330 Submission requirements: This section indicates the submission is to be no more than 100 single side pages. Please confirm that the government is requesting to receive hard copies that are single sided and not double sided.
The synopsis remains unchanged. Hard copies must be single-sided, not double-sided.
11 SF-330 Submission requirements: The RFP indicates three paper copies and one CD are to be submitted. Due to potential delays in mailing the requested documents to Hawaii, we are requesting that this be changed to an electronic submission via DoD SAFE.
The synopsis remains unchanged. Architect-engineer firms that meet the requirements described in this announcement are invited to submit three (3) paper copies of the SF-330 and one (1) CD.
12 Criterion 7 on Page 8 of 11 indicates a Small Business goal of 40%. For large businesses submitting a Small Business Subcontracting Plan, does the 40% apply to all work under this contract, or does the 40% apply to the work subcontracted out to subcontractors on the team.
The 40% goal applies to the total subcontracted value.
13 Criterion 2 on Page 4 of 11 lists 11 key personnel. Can you please define the roles of these personnel under this contract so that we can include the most relevant resumes?
See the synopsis description of multi-discipline design and engineering services for fire protection engineering projects exptected to be performed under this contract.
14 Criterion 2 on Page 5 of 11 indicates a two-page limit for resumes. Is there a limit to the number of projects that can be listed on each resume?
There is no limit for the number of projects listed on each resume.
