About this file

This document is a Questions and Answers (Q&A) file for a Naval Facilities Engineering Command (NAVFAC) solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect-Engineer services. The Q&A addresses three specific questions regarding Selection Criterion 2 and Criterion 1 of the solicitation.

The responses indicate that NAVFAC will not consider key personnel with non-U.S. professional registrations as favorably as those with U.S. credentials, will not evaluate additional information outside of Part I, Section E for Criterion 2, and has removed the requirement to define "Primary Function" in Block 24 of Section F. The government consistently directs inquirers to review the revised synopsis for further details, suggesting that the solicitation requirements may have been modified in response to these questions.

Question Government Response

1 Criterion 2 states that resumes "should indicate: professional registration, certification, licensure and/or accreditation in appropriate disciplines." Criterion 2 also gives favorable consideration to key personnel with specialized relevant experience for projects located in Hawaii, Guam, Tinian, Philippines, Diego Garcia, or Australia.

We understand that key personnel in the fire protection discipline must be current U.S.

registered professional engineers, but given NAVFAC's preference for key personnel with project experience in countries including Australia and the Philippines, will NAVFAC consider key personnel in NON-fire protection disciplines who have professional registration, certification, licensure, and/or accreditation in Australia or the Philippines as favorably as key personnel with US professional registration, certification, licensure, and/or accreditation?

No. See revised synopsis.

2 Will NAVFAC consider information submitted in addition to Part I, Section E in evaluation of Selection Criterion 2? Specifically, will NAVFAC consider information submitted in Section H for Criterion 2?

No.

3 Criterion 1 asks that firms provide "(8) the Primary Function" in Block 24 of Section F.

Can NAVFAC please define "Primary Function"?

Removed. See revised synopsis.
