About this opportunity
The U.S. Department of the Interior's U.S. Geological Survey (USGS) has issued a Special Notice of Intent to Award a Sole Source Procurement for the acquisition of a JEOL JSM-IT800(HL) in-lens field emission gun scanning electron microscope. The notice specifically targets JEOL USA, Inc. as the intended contractor and announces the government's plan to negotiate directly with this single source. The procurement is being conducted by the USGS Geology, Geophysics, and Geochemistry Science Center under the authority of FAR 13.106-1(b)(1), which allows for sole source awards when only one responsible source can satisfy the agency's requirements. The microscope is a demonstration unit with highly specialized technical specifications including 0.7nm resolution at 20kV, magnification capabilities up to 2,000,000x, and multiple advanced imaging detectors. This notice serves as an informational announcement rather than a competitive solicitation.
The primary purpose of this notice is to inform the market of the government's intent to proceed with a sole source award while providing an opportunity for other capable vendors to demonstrate their ability to meet the specified requirements. Interested parties have until September 8, 2025, to submit capability statements via email to ldwilliams@usgs.gov, with all responses required to be in writing and accompanied by clear documentation of technical capabilities. The government will not accept phone calls or verbal responses, emphasizing that all communications must be formal written submissions. Contractors must demonstrate their ability to provide equipment that meets the extensive technical specifications outlined in the notice, including compatibility with JEOL SXES detectors and specific performance parameters for resolution, magnification, and various imaging capabilities. Based on the responses received, the government reserves the right to determine whether the procurement should remain sole source or be opened to competition, making this notice a critical opportunity for qualified vendors to challenge the proposed sole source approach.
