About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) intends to award a sole source contract to Illumina, Inc. for specialized DNA sequencing reagents compatible with the MiSeq Sequencing Instrument. These reagents will support NOAA's Alaska Fisheries Science Center genetics program for fish species identification and genetic stock research activities. The procurement is justified as sole source because Illumina is the exclusive manufacturer and distributor of these specific reagents in the United States, with market research confirming no alternative products meet the agency's technical requirements. Interested vendors must submit capability statements including their UEI number, technical data, cost information, and convincing evidence of their ability to meet requirements. The deadline for capability statement submissions is August 4, 2025, by 1100 Pacific Time, with submissions required via email to both the Contract Specialist and Contracting Officer.
This procurement does not utilize any set-aside designations and specifically identifies Illumina, Inc. as the intended sole source contractor. The estimated total contract value is $96,000, covering both a base year and one option year for the supply of Large Tagmentation kits, Cycle Kits, and PhiX kits. The contract includes two performance periods: the base period running from September 1, 2025, to August 31, 2026, with reagent deliveries scheduled for September 1, 2026, and June 22, 2026, and Option 1 period from September 1, 2026, to August 31, 2027, with deliveries on January 18, 2027, and June 21, 2027. All reagents will be shipped to NOAA's Auke Bay Laboratories at the Ted Stevens Marine Research Institute in Juneau, Alaska, specifically directed to the Genetics department.
