About this opportunity

The NIH Office of Logistics and Acquisition Operations is seeking capability information through a Sources Sought notice for a potential DNA sequencing services procurement on behalf of the National Institute of Environmental Health Sciences (NIEHS), with capability statements due by 8:00 a.m. EST on November 12, 2026. The Set Aside line reads "No Set-Aside Used," and the attachment's market research language targets small business concerns, including 8(a), SDB, WOSB, HUBZone, VOSB, and SDVOSB firms, as a means of determining acquisition method. The anticipated vehicle is an IDIQ with a five-year period of performance from January 1, 2027, through December 31, 2031, consisting of one base year and four option years. The primary requirement is high-throughput Sanger DNA sequencing at an estimated average of 2,000 to 3,000 samples per month, with additional services including whole-plasmid sequencing, PCR amplification, sample tracking and storage, quality control, primer design, and assay development and optimization. Turnaround is two Government business days for plasmid DNA or PCR amplicons and five Government business days for genomic DNA requiring PCR amplification. The contractor must maintain a web-based ordering system, provide routine sample pickup from NIEHS in Research Triangle Park, North Carolina, and deliver data in standard file formats with quality control documentation. Capability statements must not exceed seven pages and go to Ms. Luz Casey, Contract Specialist, at Luz.Casey@nih.gov, referencing solicitation number PCA-NIEHS-00080. Responses must include vendor name and address, business size and type, point of contact, UEI, key personnel qualifications, and evidence of capability. The source does not state an award value or name an incumbent.
