About this opportunity

Defense Logistics Agency is offering demilitarization/mutilation scrap residue from five submarine models for sealed bid sale with bids due October 23, 2026. The property—approximately 969,200 pounds of mixed iron and steel scrap with a guaranteed minimum of 484,600 pounds—is located at the U.S. Navy Acoustic Research Detachment in Bayview, Idaho. Bidding is price-per-pound, with final pricing based on actual certified scale weight. The highest responsive bid from a responsible bidder will be awarded; the government guarantees only minimum quantities and retains discretion over items offered. This is a six-month term sale with possible one-month extension. Mandatory in-person inspections begin September 3, 2026. Purchasers must obtain a 20 percent deposit prior to award, maintain comprehensive insurance and bonding, complete demilitarization operations at a government-approved off-site facility, comply with all export control and RCRA regulations, maintain security-fenced facilities with controlled access, and provide certified scale documentation. Title transfers only after final demilitarization certificates are signed by both purchaser and agency verifier. Payment is billed monthly based on actual removal weights, with interest charged on invoices unpaid after 30 days.
