About this opportunity

The Defense Logistics Agency is offering 969,200 pounds of mixed iron and steel scrap residue derived from five submarine models (Mackinaw, S6W, Steelhead, Kamloops, and LSV1) at a receipt-in-place location in Bayview, Idaho, with sealed bids due October 23, 2026, at 1:00 p.m. EST.

The government guarantees a minimum of 484,600 pounds and allows a maximum of 1,453,800 pounds under a six-month term contract with an optional one-month extension. The material comprises various steel types and contains lead ballast. Pricing is submitted on a per-pound basis via Standard Form 114 and 114A. The highest responsive bid from a responsible bidder wins award.

Bidders must conduct in-person site inspection beginning September 3, 2026. The winning bidder performs all demilitarization and mutilation operations at an off-site facility within 100 miles of Joint Base Lewis-McChord, Washington, using mobile shear only (no thermal cutting) and following mandatory lead containment and sequential processing protocols. The purchaser provides all equipment, personnel, specialized services, environmental compliance, security measures, and trained DEMIL certifier presence; government verifier attends all operations. A 20 percent deposit of the total contract price is required prior to award. Title transfers only after demilitarization is complete and both parties sign certificates. Payment is processed monthly based on certified scale weights. Modification 001 (issued September 10, 2026) updated the sales point of contact to Kweku Andoh (Kweku.Andoh@dla.mil, 445-737-1454, 360-509-1461).
