About this opportunity
The Naval Facilities Engineering Systems Command Pacific is seeking an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect-Engineer services to support structural and waterfront projects under the Shipyard Infrastructure Optimization Program (SIOP) and other projects at locations worldwide under NAVFAC's cognizance. The contract will provide design and engineering services including military construction documentation, design charrettes, technical surveys, construction cost estimates, interior design, and post-construction award services for projects primarily in Pacific Ocean areas including Hawaii, Guam, Japan, Korea, Australia, and other locations. Interested firms must demonstrate specialized experience and submit Standard Form SF 330 packages that will be evaluated on nine criteria: specialized experience, key personnel qualifications, past performance, quality control, program management, sustainable design, firm location, small business commitment, and volume of work. The government has issued two modifications to the original pre-solicitation notice, providing contractor questions and responses for clarification purposes. Proposals are due by August 19, 2025, at 2:00 p.m. Hawaii Standard Time, with the contract expected to begin in June 2026.
This opportunity is solicited on an unrestricted basis with no set-aside designation, operating under NAICS Code 541330 (Engineering Services) with a small business size standard of $25.5 million. The current incumbent contractor is WSM Pacific under contract N62742-21-D-0001. The total contract value will not exceed $450 million, structured with a base period of one year and four one-year option periods, each valued at $90 million, with a minimum contract guarantee of $50,000. The contract includes specific small business subcontracting goals of 40% for small businesses overall, with additional targets of 3% HUBZone, 5% Service Disabled Veteran-Owned, 5% Small Disadvantaged Business, and 9% Women-Owned Small Business participation. Task orders under this IDIQ will be negotiated on a firm-fixed-price basis, and the government expects to award to multiple firms to form design teams capable of handling the diverse range of structural and waterfront engineering projects across the Pacific region.
