About this file
This document is a Questions and Answers (Q&A) file for Naval Facilities Engineering Command's pre-solicitation N6274225R0004, an Architect-Engineer (A-E) services contract for Shipyard Infrastructure Optimization Program (SIOP) and related projects. The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) opportunity with a total contract value of $450,000,000, covering structural and waterfront projects in Pacific Ocean areas, including Hawaii, Guam, Tinian, Diego Garcia, Australia, Japan, Korea, and Papua New Guinea. The incumbent is WSM Pacific (contract N62742-21-D-0001), and the new solicitation seeks multiple design teams with key personnel requirements, including separate Principal-in-Charge and Project Manager roles.
Key details include submission requirements for Criterion 1 (Firm's Specialized Experience), Criterion 2 (Key Personnel), and Criterion 6 (Sustainable Design), with specific guidelines on project experience, personnel qualifications, and document preparation. The solicitation clarifies that Design-Build project experience will not count towards Design-Bid-Build (DBB) design contract document requirements. Responses are due by August 19, 2025, at 2:00 p.m. Hawaii Standard Time, with a Small Business Subcontracting Plan that includes subcontracting goals for base and option periods. The document provides clarifications on contract value, page count limitations, and resume submission requirements for key personnel.

Question No. Announcement N62742-25-R-0004 Reference (Selection Criterion/Section/Page No.) N62742-25-R-0004 Questions N62742-25-R-0004 Responses
We are performing independent research on the Presolicitation (N6274225R0004).
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
The incumbent is WSM Pacific SIOP, A Joint Venture. The Contract number is N62742-21-D-0001.
Criterion 1, Firm’s Specialized Experience, Page 3 of 13 Criterion 1 lists more favorable project locations as Hawaii, Guam, Tinian, Diego Garcia, Australia, Japan, Korea, Papua New Guinea, and other Pacific Ocean areas. Does NAVFAC anticipate SIOP projects occurring under this contract in NAVFAC Northwest’s AOR such as at Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF), Bremerton WA? If so, recommend that Criterion 1 projects in the same geographic area as PSNS & IMF (Bremerton WA) also be included in the list of locations in Criterion 1 more favorable letter “c.”
Noted areas under NAVFAC Northwest AOR are considered "other Pacific Ocean areas".
Page 1 of 13, of Announcement [Solicitation] and Attachment B, Small Business Subcontracting Plan
On page 1, the solicitation states the total fee for the contract term shall not exceed $450,000,000. However, Attachment B, Small Business Subcontracting Plan, lists the total Contract Value at $500,000,000. Could you please clarify the correct total contract value?
The Attachment B, Small Business Subcontracting Plan, has been corrected as follows: 1.a. Total Contract Value $450,000,000; Base Period and Option Year Subcontracting Goals 1.a. Total Contract for the Base Period and Option Periods each at $90,000,000 and Total Periods $450,000,000. See revised Attachment B, Small Business Subcontracting Plan.
Criterion 6, 6. Sustainable Design, Page 8 of 13 In Criterion 6, there is a statement that says “certificates are not included toward the overall page count”. This is the only mention of an overall page count. Is there an overall page count proposers need to adhere to?
There is no limit on the page count. Deleted “(certificates are not included toward the overall page count)”. See revised Synopsis.
Criterion 2, Key Personnel, Page 5 of 13 The first paragraph under Criterion 2 Submission requirements requires a Principal-in-Charge be listed in SF330, Part I, Section G. That position is not mentioned in the following paragraph for SF330 Part I, Section E. Are resumes required for the PIC of the Prime AE Firm?
Yes, provide resume(s) for the PIC(s) of the Prime AE firm. Criterion 2 Submission Requirements, SF330, Part I, Section E., is revised to add “PIC”.
See revised Synopsis.
Criterion 1, Firm’s Specialized Experience Criterion 1 Experience requirement #4 requires “Development of DBB design contract documents”. Will experience as a Designer of Record on a Design-Build project count towards this requirement?
No, experience as a DOR on a DB projects will not count toward "Development of DBB design contract documents".
Criterion 2, Key Personnel Qualifications & Specialized Experience
Criterion 2 Submission Requirements require a Principal-In-Charge (PIC) and a Project Manager (PM) for three separate design teams. Can the same individual be the PIC and the PM on a design team?
