About this file

This document is a Questions and Answers (Q&A) file for Federal Contract Opportunity N6274225R0004, specifically addressing Question No. 8 related to the Firm's Specialized Experience criterion. The Q&A clarifies how NAVFAC will evaluate project submissions under Criterion 1 of the solicitation.

The key detail is that NAVFAC will not accept multiple phases of the same project (such as PDA, Design, PCAS) awarded across different task orders as a single Criterion 1 project. Instead, these multiple phases will be considered separate projects for submission purposes, even if they are part of the same overall project. This guidance applies to task orders on an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, which are considered individual projects for evaluation criteria.

N62742-25-R-0004 Questions N62742-25-R-0004 Responses

Criterion 1, Firm’s Specialized Experience, Page 4 of 13 Page 4, under Criterion 1 of the Synopsis reads: “For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award.” Will NAVFAC accept projects involving multiple phases of the same project (i.e., PDA, Design, PCAS) awarded across different task orders but still on that same project, as a single Criterion 1 project?

Synopsis Criterion 1, Page 4 of 13, states that "Projects shall be submitted on the SF330 at Part I, Section F and shall be completed projects......For submittal purposes, a task order on an IDIQ is considered a project, as is a stand-alone contract award". NAVFAC will not accept projects involving multiple phases of the same project awarded across different task orders as a single Criterion 1 project. Multiple phases of the same project that are awarded across different task orders are considered as separate projects.
