About this opportunity

The USDA Forest Service is seeking a contractor to provide monthly routine maintenance and repair services for one three-story hydraulic elevator located at the Idaho Panhandle National Forest Supervisor's Office in Coeur d'Alene, Idaho. The contractor must deliver comprehensive preventive maintenance, emergency response within 60 minutes, and comply with ASME A17.1 safety testing standards while maintaining a 95% elevator uptime rate and zero deviations on safety testing. Key requirements include submitting a completed Schedule of Items with pricing for all contract years, a brief technical narrative detailing maintenance procedures specific to the hydraulic unit, evidence of 60-minute on-site response capability, a sample commercial inspection checklist, confirmation of technician qualifications with background checks, and relevant past performance references. The Forest Service will evaluate proposals based on three primary factors: technical approach and capability (including maintenance procedures, response time readiness, inspection standards, and personnel qualifications); past performance (rated as acceptable, neutral, or unacceptable); and price, with award made to the responsible offeror whose quote is deemed most advantageous to the Government. The solicitation closes on April 13, 2026 at 11:00 AM PDT, with electronic submissions required to Mindy Hickman at mindy.hickman@usda.gov, and offerors must maintain pricing validity for 60 calendar days.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 238290 (Other Building Equipment Contractors) with a $22 million size standard, though no incumbent contractor is identified in the solicitation documents. The contract will be awarded as a Firm-Fixed Price agreement covering a one-year base period (May 1, 2026 through April 30, 2027) with four optional one-year renewal periods, creating a potential five-year-six-month service duration. Pricing will be structured on a quarterly basis with four quarters per contract year, and the contractor must submit monthly service tickets and invoices within five days of each visit through ipp.gov. The place of performance is Dalton Gardens, Idaho 83815 (the Idaho Panhandle National Forest Supervisor's Office location in Coeur d'Alene). All work during regular business hours (Monday through Friday, 8:00 AM to 4:30 PM, excluding federal holidays) is included at no additional cost, with emergency services and after-hours work requiring written authorization and additional compensation.
