REQUEST FOR INFORMATION
Force Protection Systems Division, AFLCMC/ESS
1 Description
1.0 The Integrated Base Defense Security System (IBDSS) program office is seeking information on how an interested contractor could conduct a comprehensive Product Support Business Case Analysis (PS-BCA). IBDSS includes the Fixed-Site Electronic Security System (ESS), Remote Target Engagement System (RTES), Physical Security Information Management (PSIM), Deployable-Mobile Security Awareness Tool (DMSAT), and Tactical Security System (TSS) programs. Foreign Military Sales (FMS), Reserve ESS sustainment, National Guard ESS sustainment, and PACAF ESS sustainment are not included in the scope of this PS-BCA. The objective of this BCA is to determine the best value product support strategy for long-term, integrated sustainment of the entire IBDSS portfolio, except as noted above.
1.1 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Force Protection System Division is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the System of Awards Management (SAM) website at https://sam.gov/.
It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
2 Background
2.0 IBDSS is in the Operations and Support phase overall; however, new subsystems, technical refreshes, and modernization efforts are being implemented. To comply with statutory requirements and optimize long-term sustainment, the Government requires a PS-BCA to evaluate various product support strategies. The Government is seeking to evaluate alternatives to reduce Total Ownership Cost (TOC) while maintaining or improving system readiness. The security system configuration is modular, tailored, and often site-specific, mostly utilizing approved Commercial Off The Shelf (COTS) products.
IBDSS is a critical force protection capability designed to detect, delay, assess, and respond to threats against Air Force personnel and high-value assets. The system-of-systems architecture integrates multiple subsystems.
Given the rapid obsolescence of COTS components and a high demand for software modernization (cybersecurity patching), the program office requires an optimized sustainment strategy that balances system availability with TOC.
2.1 IBDSS Enterprise Programs: The IBDSS enterprise includes the following programs that must be incorporated into the PS-BCA.
2.1.1 Fixed Site Electronic Security System (ESS)
Fixed Site ESS is in the Operations and Support phase. ESS sustainment currently includes 80+ CONUS and USAFE locations, with modernization upgrades scheduled approximately every ten years. Additional design and install projects are accomplished for AF National Guard and Reserve sites; however, sustainment of those locations is not included within the scope of this PS-BCA. The ESS is modular, tailored and site-specific, maximizing integrated COTS and commercial tailored components. Except for nuclear and presidential systems, the within-scope ESS is currently sustained by contract logistics support.
2.1.2 Remote Target Engagement System (RTES)
RTES is in the Operations and Support phase. This system includes remotely operated weapons, fielded at a handful of nuclear security sites. It is fixed site system that includes integrated developmental, COTS and commercial tailored components. PL-1N systems, including RTES and Fixed Site ESS, are sustained organically by Visual Imagery and Intrusion Detection Systems (VIIDS) maintainers at the organizational level and by the Cryptologic and Cyber Systems Division (CCSD) sustainment depot at Lackland AFB, TX.
2.1.3 Physical Security Information Management (PSIM)
PSIM is currently in the Operations and Support phase. Platform for Integrated Command, Control and Communications, and Responsive Defense (PICARD) Pivot PSIM is an enterprise physical security software solution designed to modernize the Base Defense Operations Center (BDOC) across 80+ U.S. Air Force installations. The system integrates multiple, unconnected physical security subsystems, including enterprise video management systems, access control systems, intrusion detection systems, GIS-based facility mapping, 3- D modeling environments, and advanced video analytics capabilities including facial recognition and license plate recognition technologies, into a single, unified Common Operating Picture (COP) utilizing a Modular Open System Architecture (MOSA). The system operates within segmented network environments supporting mission-critical operations, requiring high-availability architecture, controlled software release management, and integration of multiple security technologies into a unified operational platform.
2.1.4 Deployable-Mobile Security Awareness Tool (DMSAT)
DMSAT is currently in the Operations and Support phase. DMSAT is a mobile security solution which will be fielded to 104 bases for Security Forces and Emergency Responder units. The DMSAT program is a comprehensive hardware, software, and tech-supported initiative designed for use in peacetime, contingencies, and wartime. DMSAT utilizes COTS end-user devices (EUDs) such as smart phones and tablets. The communication path is transport-agnostic, utilizing LTE, 4G, 5G, Wi-Fi, satellite communication, and tactical radios.
It allows real-time data entry at the tactical level, reducing or eliminating paper-based processes, significantly reducing voice communications, and offering secure messaging and file transfer.
2.1.5 Tactical Security System (TSS)
TSS is currently in the Engineering and Manufacturing Development phase. The TSS program provides for the acquisition of 76 rapidly deployable security solutions, intended for deployment across various global locations as required by the Air Force Security Forces Enterprise. Security Forces must be capable of responding to the high-end fight by utilizing a tactically flexible, operationally agile, and strategically adaptive approach to reduce operational complexity. Thus, TSS will be a modular, scalable, tailorable, lightweight, rapidly deployable, ground-based security and surveillance system.
2.2 Planned Production: Fixed Site ESS modernization projects have historically included full rip-and-replace actions; however, recent projects have focused mainly on software, firmware, and CCDE head-end upgrades. The program office anticipates future design and install projects will include both full rip-and-replace projects and head-end upgrades.
2.3 Delivery Period: Fixed Site ESS sustainment is ongoing, with approximately eight to twelve new design and install projects annually.
2.4 Limitations: This PS-BCA must address the entire IBDSS enterprise, including Fixed Site
ESS, RTES, PSIM, DMSAT, and TSS. The analysis should focus on developing an integrated product support strategy for all activities across these programs.
2.5 Measuring Success: The PS-BCA should identify measurable sustainment performance metrics, including system availability, mission capable rates, response time, logistics footprint, repair cycle time, and lifecycle cost.
3 Requested Information
