About this file
This is a Statement of Work (SOW) for HVAC Replacement at three National Weather Service (NWS) NEXRAD radar sites located in Battle Mountain, Nevada; Phoenix/Mesa, Arizona; and Flagstaff, Arizona.
The contractor shall remove and install two 5-ton wall-mounted HVAC units at each of the three sites, along with associated controls and integration with existing alarm systems. Equipment specifications require Bard brand units or name-brand equivalents featuring 11.0 Energy Efficiency Ratio (EER), Electronically Commutated Motor (ECM) fan motors, scroll compressors, 230/208/3 phase 60 Hz power rating, economizer control with dry bulb control, and filter pressure switches. Units must fit existing cast-in-place concrete openings (30" x 10½" supply duct opening and 30" x 16" return duct opening with 29¾" spacing). The contractor must also install a Bard MC 4002 Lead/Lag controller or equivalent with specified features including 18-32VAC input power, backup power connection for -24VDC or -48VDC, 4-character LCD display, Form A relays for cooling control (2 stages per unit), and integration of AC alarms (Compressor 1 Fail, Compressor 2 Fail, and Dirty Filter Alarm) with the NEXRAD alarm system. Work must include safe removal and proper disposal of existing units, verification of system operations per manufacturer specifications, and furnishing manufacturer warranty documentation.
Work must commence within ten (10) business days of contract award, with on-site completion required within ninety (90) calendar days of receiving the Notice to Proceed, and ultimate contract completion within 240 days of award. Regular working hours are 0700-1600 Monday through Friday, excluding federal holidays. The contractor must provide electronic submissions including work schedule (within 10 days), on-site supervisor designation (at contract award), Safety Data Sheets (within 10 days), manufacturer warranty documentation (upon acceptance), and Biobased Report (upon acceptance). Invoicing shall be submitted through the Invoice Processing Platform at www.ipp.gov upon completion and government acceptance. All personnel must be legal U.S. citizens or immigrants, comply with REAL ID requirements as of January 1, 2026, and meet OSHA, EPA, and NEC safety standards. The primary Technical Point of Contact is Mike Kent at (805) 885-0645 or mike.kent@noaa.gov, with site-specific POCs identified for each radar location.

STATEMENT OF WORK
Heating, Ventilation, and Air Conditioning (HVAC) Replacement
1. BACKGROUND:
The current units have excited life expectancy and are operating unreliably. Each Next Generation Radar (NEXRAD) site has a Fibrebond manufactured concrete shelter building that has two 5 ton BARD wall HVAC units mounted side by side.
2. GENERAL INTENTION:
To remove and install two (2) wall mounted HVAC units and controls at three (3) sites.
3. GENERAL REQUIREMENTS:
The contractor shall provide all supervision, labor, tools, materials and equipment necessary to perform work as stated. All work and materials supplied shall be in accordance with these instructions, manufacturer’s specification, all applicable federal, state, local, Occupational Safety and Health Administration (OSHA), U.S. Environmental Protection Agency (EPA), National Electrical Code (NEC) National Fire Protection Association (NFPA), building and facilities codes and criteria and accepted trade and industry standards.
The Contractor Shall:
3.1. Safely remove and properly dispose of the existing NEXRAD Bard units.
3.2. Furnish and install two Bard, or name-brand equivalent, wall-mounted AC units.
The following are equivalent salient characteristics for the name-brand or equal HVAC unit:
● Self-contained, air cooled, exterior wall mount unit
● 11.0 Energy Efficiency Ratio (EER)
● Electronically Commutated Motor (ECM) Fan Motors with Overload Protection
● Scroll Compressors with liquid line filter driers
● 5 ton, 230/208/3 phase 60 Hertz (HZ)
● Economizer controlled with dry bulb control
● Filter Pressure Switch
● Units must fit existing cast in place concrete openings without modifications. Building specs below.
Fibrebond manufactured concrete shelter building mounting specs:
● Supply duct to fit a 30" X 10 1/2" opening
● Return duct to fit a 30" X 16" opening.
● Distance between supply and return is 29 3/4"
3.3. Install a new Bard MC 4002 Lead/Lag controller or newer equivalent model for above units and integrate AC alarms with the NEXRAD alarm system at each site.
The following are equivalent salient characteristics for the name-brand or equal HVAC controller:
● Input power: 18 to 32VAC, 60/50Hz, power is supplied from A/C #1 and/or A/C #2.
● Isolation circuitry: no line or low voltage phasing required.
● Backup power: connection for -24VDC or -48VDC (-20 to -56V) maintains microprocessor operation, front panel indication, and alarm relay operation during commercial power outages.
● Digital display: 4-character LCD
● Temperature display: F or C
● HVAC outputs: Form A (NO) relays (1A @ 24VAC).
● Cooling control stages: 2 for each A/C unit (4 total).
● Locking feature - allows controllers to be “locked” so no unauthorized changes to programming can be made.
● Operating temperature range: 0 to 120F (-18 to 49C)
● Storage temperature range: -20 to 140F (-29 to 60C)
● Temperature accuracy: +/- 1F from 60-85F (16-30C) +/- 1% outside 60-85F
● Lead/lag changeover time: 0 to 30 days
● Timing accuracy: +/- 1%
● Inter-stage time delay: 10 seconds between stages
● Inter-stage differential: Adjustable – See Controller Programmable Features (Page 6).
● On-Off differential: – See Controller Programmable Features (Page 6).
● Cooling set point range: 65 to 90F (18 to 32C)
● Comfort setting-Cooling 72F, Heating 68F, for 1 hour
● Fire/smoke interface: standard NC circuit jumper, remove for connection to building system control, shuts down both A/C units immediately. Field supplied fire/smoke device must have normally closed (NC) dry contact rated at 2A 24VAC minimum. Shielded cable (22-gauge minimum) must be used and shield grounded to controller enclosure.
● Memory: Electrically Erasable Programmable Read-Only Memory (EEPROM) for set point and changeable parameters (maintains settings on power loss).
● Space temperature sensors: 1 local is standard, will accept up to 2 optional 35-foot remote sensors when multiple sensors are used, temperatures are averaged.
● LEDs for basic controller: Lead unit, Cooling stages 1 through 4, Heating stages 1 through 4.
● Six (6) Push-button controls: On/Off switch-Change lead unit-Increase and Decrease set points-Program/Save-Comfort.
● Controller Enclosure: 20-gauge pre-painted steel, 9.25"W x 13.50"H x 3.00"D, hinged cover, thirteen (13) .875" diameter electrical knockouts.
3.4. Verify proper system operations according to manufacturer specifications upon completion. Alarms must include:
