The Department of the Interior Fish and Wildlife Service seeks replacement of the HVAC system at White Sulphur Springs National Fish Hatchery in White Sulphur Springs, West Virginia, with proposals due July 13, 2026, at 3:00 PM Eastern Time. This is a total small business set-aside conducted under FAR Part 15.

Place of performance is the Wild Fish Building at 1087 East Main Street, White Sulphur Springs, Greenbrier County, West Virginia. The scope requires complete removal and replacement of the existing HVAC system serving the 2,700 square foot building with a new mini-split/multi-split system featuring wall-mounted indoor heads, powered by 208-volt, 3-phase incoming electrical service. The contractor must install a minimum of 8 corresponding indoor units and associated refrigerant piping, branch selector boxes, wall-mounted controllers, and ancillary equipment. All refrigerant lines must be insulated with one-inch Armaflex or equivalent closed-cell elastomeric insulation per ASTM C534. Equipment installation must comply with 10 CFR 431.97 efficiency standards and all applicable federal, state, and local codes. The contractor must remove all existing HVAC components and dispose of them at an approved recycling site. A manufacturer's representative must verify completion against approved shop drawings.

Work must be completed within approximately 200 days from notice of award (performance period July 13, 2026, through January 29, 2027) during standard business hours, Monday through Friday, excluding federal holidays. The contractor shall provide a full one-year warranty on all work and materials, plus a minimum 10-year parts warranty on outdoor and indoor units, branch selectors, air handlers, and controllers. The building will remain occupied by a small staff during construction, with several rooms containing aquatic systems housing endangered and non-endangered species.

The contract is firm-fixed-price with lump sum pricing. If construction costs exceed $35,000, a Payment Bond (SF 25a) of 100% is required within 14 days of award. If construction costs exceed $150,000, both Performance (SF 25) and Payment Bonds (SF 25a) of 100% are required within 14 days of award. All contractors must furnish proof of insurance via Certificate of Compliance with Insurance Requirements within five calendar days of award.

Evaluation weighs technical approach at 51% and price at 49%. Technical evaluation includes proposed materials and service procedures, preliminary project schedule, past performance on three similar projects completed within the previous five years, and contractor licensing. A mandatory site visit is scheduled for June 22, 2026, at 10:00 AM Eastern Time. Questions are due by June 29, 2026, at 5:00 PM Eastern Time. Proposals must be submitted via email to christine_beauregard@ios.doi.gov.
