Q&A HVAC WV

Set1)

1. What type/style of indoor units does the Government require: cassette, wall-mounted, ducted, or another type?

2. The SOW states that the replacement system shall be a VRF heat pump system; however, the listed part number appears to be for a mini-split/multi-split type unit. Can the Government please clarify whether a true VRF system is required, or whether the listed mini-split/multi-split units are acceptable?

3. What is the available site electrical voltage and phase for the HVAC equipment?

4. Are the required line set lengths available, or should the contractor determine final line set lengths based on field conditions and approved shop drawings?

5. Can the Government provide the model and serial numbers of the existing outdoor and indoor HVAC units scheduled for removal?

1 The SOW states the work is to be completed within 180 days of award, while the solicitation identifies a Period of Performance of 07/13/2026 through 01/29/2027 which is 200 days. Additionally, SF-1442 Block 11 indicates 0 calendar days. Please confirm the required Period of Performance for this project.

2 Will direct delivery of materials and equipment to the work site be permitted? Additionally, may contractor vehicles be parked at or immediately adjacent to the work site during working hours to support construction activities?

Answers

1 Confirmation of start and end dates will be agreed upon prior to award. For bidding purposes, the scope of work indicates accurate period of performance.

2 The contractor can park their vehicles in the gravel parking lot beside the building. The equipment can be directly delivered to the job site but the contractor needs to be here when it is delivered and it is their responsibility to unload the equipment and sign for it.

1. Can one person "triple hat" as Superintendent, SSHO and QC Manager?

2. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

3. Please provide the site visit attendee sign in sheet.

4. (If building is occupied) Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?

5. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

6. Is this project tax exempt?

7. When do you anticipate on site work starting?

8. Are third party inspections required?

9. Is permitting required?

10. Are partitioning, dust containment, and/or negative air machines required for this project?

2. Period of performance will be agreed upon, considering all relevant current factors, prior to award.

3. No information will be provided

4. Yes, it will be occupied by a couple of staff members at any given time and expensive aquatic systems are in several rooms with endangered and non-endangered species.

5. No lead or asbestos present, this building is less than 20 years old

7. Based on period of performance and material/equipment lead times as asked in question #2

8. No. "A manufacturer’s representative shall review the installed system and verify the work has been completed per the approved shop drawings." is required in the Objectives section. Contractor is also required to perform their own inspections.
