Electrical specifications are 460V/3PH/400A. The existing disconnect, breaker, and wiring must be reused with no electrical replacement in scope. Controls integration with the Building Automation System (BACnet) requires full automation system programming and coordination with TekPlan, the current building automation contractor. A temporary chiller will be staged on-site to minimize operational downtime. Recovered refrigerant must be turned over to the Government using contractor-supplied recovery tanks. Construction wage rates apply under the Davis-Bacon Act per Texas wage determination TX20260010.
Quotations must be submitted in three volumes: Volume I with firm-fixed-price breakdown (equipment procurement, demolition, installation, rigging, testing, startup, training); Volume II with product datasheets for the proposed chiller, compliance matrix, and preliminary project schedule; Volume III with documentation of up to three relevant chiller replacement projects completed within the past three years and EPA technician refrigerant recovery certifications. Award will be made to the responsible offeror with an Acceptable technical capability rating whose quote represents best value.
