About this file
This file is a Questions and Answers (Q&A) document addressing contractor inquiries related to an HVAC chiller replacement project for Building 1057 at the 147th MSG (Texas Army National Guard). The project involves replacing an existing chiller with specific operational parameters: chilled water supply temperature of 61°F, return temperature of 65°F, and unknown flow rate in GPM. The Government will provide contractor drawings during project execution if available.
Key project requirements and clarifications include: contractors must reuse existing electrical infrastructure (disconnect, breaker, and wiring) with no electrical replacement scope; BACnet controls integration requires full automation system programming, point mapping, and coordination with TekPlan (the current building automation contractor); a temporary chiller will be positioned on-site prior to replacement to minimize operational outage, with contractors coordinating alternate work locations with the Civil Engineer; piping and insulation scope is limited to new chiller connections and modifications ensuring efficient operation; the existing concrete pad will remain in place; recovered refrigerant must be turned over to the Government using contractor-supplied recovery tanks; electrical specifications are 460V/3PH/400A. The project requires contract-specific QA/QC and Safety Plans, with one superintendent permitted to fulfill supervision, safety, and QAQC roles. The bid deadline was extended to September 24, 2026, at 10:00 AM. The project is tax-exempt, and no prevailing wage, bonding, security clearance, or badging requirements apply beyond those specified in the solicitation attachments and terms and conditions.

1. Please provide the required chilled-water flow rate, entering and leaving water temperatures, and any available mechanical drawings or equipment schedules for Building 1057. Chilled Water Supply Temp = 61, Chilled Water Return = 65, Chilled Water Flow GPM = Unknown. We can provide contractor drawings during project if they exist. The Chilled Water Supply & Return Temps were actual temps at time read.
2. Should the contractor plan to reuse the existing electrical disconnect, breaker and wiring if they are compatible with the new chiller, or should the proposal include any required electrical modifications or upgrades? Plan to reuse per the SOW no electrical replacement will be conducted at this time.
3. Please clarify the contractor’s responsibility for the BACnet controls. Is the scope limited to connecting the new chiller, or should it also include programming, point mapping and full integration with the existing building automation system? Will be required to be for the full automated system, will need to work with TekPlan the current BAC (DDC) contractor.
4. What is the allowable chilled-water outage during the replacement? Will temporary cooling be required at any point during the project? There will be a temporary chiller on the building prior to replacement. During the outage, contractor will need to coordinate with CE to determine alternate work locations based on the contractors schedule.
5. Is the piping and insulation scope limited to the modifications necessary to connect the new chiller, or should the proposal also include repairs to the existing deteriorated piping insulation and jacketing shown in the site photographs? Repairs and modifications should be for the connection to the new chiller and equipment that will ensure that the chiller runs efficiently.
6. Will the existing concrete pad remain as-is? Please also advise of any special crane, rigging, site-access or base-entry requirements that must be included in our proposal. Yes the pad will remain. Base entry requirements are included in the SOW. There will need to be sufficient time to ensure if a crane is used that it is approved.
7. Please confirm the required procedure for the refrigerant recovered from the existing chiller. Is the recovered refrigerant to be turned over to the Government, and if so, are there specific container or documentation requirements? Yes, refrigerant to be turned over to the government per the SOW. Contractor to supply recovery tank
8. Please confirm whether there are any bonding, prevailing-wage, certified-payroll, security-clearance, badging, training or closeout requirements that must be included in our pricing. Other than what is required per attachments and terms and conditions – No.
9. Can the bid date be extended a few days? The site visit was today, and we need responses to the RFIs in order to provide an accurate quote? Extended till 24 September 2026 10:00am
10. In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles? Yes
11. Are contractors required to issue a contract specific QA/QC Plan? Yes
12. Are contractors required to issue a contract specific Safety Plan? Yes
13. Is this project tax exempt? Yes
14. Can the sign in sheet be provided? The sign in sheet will not be provided at this time.
15. Can you please verify the voltage? 460V/3PH/400A
