About this opportunity
The Department of the Air Force Reserve Command is soliciting HVAC rental equipment services for Homestead Air Reserve Base in Florida through a combined synopsis/solicitation for commercial services. The procurement seeks a contractor to provide temporary heating, ventilation, and air conditioning equipment, including all labor, materials, tools, equipment setup and takedown, with work conforming to federal, state, local codes and OSHA requirements. Contractors must demonstrate technical capabilities, possess proper Florida business licensing and insurance, maintain locality requirements (ability to arrive at the base within four hours), and provide three reference sites. The evaluation will use a Lowest Price Technically Acceptable methodology, with proposals originally due August 7, 2025, but subsequently extended through Amendment 2 to September 3, 2025 at 11:00 AM EST. Amendment 2 also eliminated two evaluation factors (Locality and Past Performance), streamlining the assessment process to focus on remaining technical criteria.
This opportunity is designated as a 100% Small Business Set-Aside under NAICS code 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing), restricting competition to qualified small businesses. The procurement will establish a Blanket Purchase Agreement with a $250,000 ceiling over a five-year performance period, with individual purchase call limitations of $50,000. The BPA structure allows for flexibility in ordering specific HVAC equipment as needed, ranging from small 12,000 BTU air conditioning units to large 400-ton chillers and various generators, dehumidifiers, and air scrubbers. Performance will be limited to Monday through Friday, 7:00 AM to 4:00 PM, with the contractor required to respond to operational issues within four hours. All services will be performed at Homestead Air Reserve Base, Florida, with the 482nd Contracting Squadron Flight administering the agreement.
