About this opportunity
The Department of the Air Force Global Strike Command, 2d Contracting Squadron at Barksdale Air Force Base is seeking contractors to replace two existing Dedicated Outdoor Air Systems (DOAS) at a Military Working Dog facility. The project involves installing new HVAC systems with specialized requirements including H13 HEPA filtration, activated charcoal filtration for airborne contaminants, 460-volt electrical systems, and automatic ventilation adjustments connected to kennel roll-up doors. Contractors must conduct site visits, perform field measurements, and provide all new equipment, materials, and installation services while adhering to strict working hours between 7:30 AM and 4:30 PM on weekdays only. The government will evaluate quotes using a best value determination based on integrated assessment of technical and price factors, with the three lowest-priced quotes receiving detailed technical evaluation. Critical dates include a mandatory site visit on September 9, 2025 (RSVP required by September 7), with electronic quotes due by 12:00 PM CST on September 12, 2025, submitted to the designated contracting specialist.
This opportunity is designated as a 100% small business set-aside under NAICS code 333415 with a size standard of 1,250 employees, and no incumbent contractors are identified in the documentation. The contract includes a single Contract Line Item Number (CLIN 0001) for the DOAS replacement work, though specific award values or budget ranges are not disclosed in the solicitation materials. The period of performance is 30 days after receipt of order, requiring rapid execution of the HVAC system installation and startup. All work will be performed at Barksdale Air Force Base in Louisiana, specifically at the Military Working Dog kennel facility, with contractors required to coordinate closely with base personnel and follow stringent protocols for hazardous material handling and daily site cleanup. The project scope includes installation of both replacement DOAS units and a new 15-ton supplemental heating and cooling system with specialized filtration capabilities.
