STATEMENT OF WORK

Replace two existing Dedicated Outdoor Air Units and install a supplemental heating and cooling system for the Kennel area of Military Working Dog facility.

DESCRIPTION OF WORK: Replace two existing Dedicated Outdoor Air Systems (DOAS).

Install an additional heating and cooling unit inside the kennel area to accommodate additional needs during higher-than-normal summer/winter temperatures (minimum 15-tons of cooling w/electric heat); unit shall be rated for 460 volts. The supplemental unit shall recirculate kennel air and have a Minimum 4” thick H13 HEPA filter efficient to .03 microns and incorporate activated charcoal or have an activated charcoal pre filter to remove airborne microscopic bacteria, viruses, fungi, and protozoa for proper air filtering in accordance with Department of the Air Force Guidance Memorandum 2025-01 dated 24 April 2025 incorporating Air Force Instruction 31-126 DoD Military Working Dog Program. Limit switches shall be placed on each of the four roll-up doors in the kennel area and be wired to shut down the supplemental HVAC unit and only allow the DOAS units to operate in ventilation mode while roll-up doors are open. Salient characteristics for the DOAS and supplemental HVAC unit are on attachments A and B respectively. A site visit is required to ensure scope and layout are understood, clarify details, and evaluate existing conditions. All equipment, supplies and materials provided shall be new and not refurbished. Lastly, the contractor shall provide start-up and training on the system.

A. All documents related to the handling/disposal of hazardous material must be supplied to the Material Acquisition 2CES/CEOEM, ext. 456-8566. The contractor must obtain the proper documents from 2 CES/CEOEM to ensure all materials entering/leaving Barksdale AFB can be tracked and accounted for, in accordance with all governing laws.

B. FIELD CONDITIONS: The contractor shall be responsible for all field measurements to accomplish work. Quantity and sizes of materials shall be determined from site visits and drawings. The contractor shall carefully examine the entire site and building and shall make all necessary investigations to become thoroughly aware of the existing conditions and all difficulties involved in the completion of the work in accordance with the contract documents. Furthermore, the contractor shall provide their own special equipment needed to fulfill the accomplishment of work and obey any safety regulations assigned to Barksdale AFB.

C. ACCOMPLISHMENT OF WORK: The contractor must ensure all access to the existing building always remain clear for occupants and emergency egress during the construction period. All temporary closures, barriers, and protective procedures shall be coordinated with the Contracting Officer or representative. All work shall be accomplished between the hours of 07:30 a.m. and 4:30 p.m. to exclude federal holidays and weekends.

D. WORK CONDITIONS: The contractor shall coordinate work with the Contracting Officer or representative. The contractor shall notify 2 CES/CEOIH point of contact the day he/she moves onto the work site to commence work. The contractor shall again

provide notification the day he moves back to the work site after an interruption of work schedule and updates if required . This schedule shall describe major work items and projected completion dates.

E. PROTECTION OF BUILDING PROPERTY AND PERSONNEL: The contractor shall protect from damage all building property located in or adjacent to the building and shall repair, replace, or otherwise be held liable for all such damage.

Building property includes, but is not limited to, furniture, vehicles, or items of supplies. Exercise control measures of all dust and toxic fumes associated with certain construction operations, to prevent hazards or illness to base and contractor personnel.

F. CLEAN UP: The contractor shall clean up each work site at the end of each workday to the satisfaction of the POC. Upon completion of the work, all demolished equipment and debris shall be removed from the site and the area shall be left in a neat and completely acceptable condition.
