**** IMPORTANT NOTICE REGARDING AMENDMENT COUNT: Please be advised on Amendment 03, it states Amendment 04 follows Amendment 02 and Amendment 03 has been administravely got cancelled. This is a mistake caused by the contracting system. This statement will be deleted with the next Amendment (if needed).
So far we have released original solicitation; amendment 01; amendment 02, and amendment 03. There is no amendment 04 yet. ****

This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring the dissemination of information for proposed contract actions. This is not a solicitation or request for quotes or proposals and no contract or purchase order will be awarded from this notice.
The NAVSUP Fleet Logistics Center Yokosuka (FLCY) intends to issue a Multiple-Award Indefinite-Delivery, Indefinite- Quantity (IDIQ) contract in accordance with FAR Part 15 procedures, to obtain non-personal Husbanding Services for U.S. Ships (USS) and U.S. Naval Ships, to include the Military Sealift Command and United States Coast Guard, visiting non-U.S. Navy ports located in Hong Kong. The solicitation will be issued as a Request for Proposal (RFP) under full and open competition under the following solicitation number: N62649-16-R -0049.
The applicable North American Industry Classification System (NAICS) for these requirements is 488310 with a Size Standard of $38.5 million. The corresponding Federal Supply Code (FSC) is R706. The solicitation shall be issued on or around December 2015 or latest by January 2016. Potential offerors are hereby notified that the solicitations and subsequent amendments to the solicitations will only be available by downloading the documents at https://asia.neco.navy.mil or https://www.fbo.gov. This office no longer issues hardcopy solicitations.
By submitting a proposal the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that prospective awardees must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/.
A one year base period and one, six month option period is anticipated for the resultant contract.
