About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 seeks a lease for up to 24,000 ANSI/BOMA Occupant Area square feet of contiguous space in Huntsville, Alabama to house a Women's Health Clinic, with proposals due September 23, 2026. No set-aside applies. This is a fully serviced, turnkey lease for 20 years (15 years firm, 5 years soft) with Government termination rights after the firm term with 90 days' notice; the Lease Term Commencement Date is on or about June 30, 2027.
Place of performance is Huntsville, AL 35805. The building must be modern quality with a permanent facade (stone, marble, brick, stainless steel, or aluminum), meet ENERGY STAR requirements with limited exceptions, and comply with accessibility standards, fire protection and life safety (including FSA Level II security requirements), and seismic safety standards per RP 8. The lessor must deliver fully built-out, move-in ready premises within 370 calendar days of award, including all shell components, tenant improvements, 24/7 HVAC cooling for a designated 220 ABOA SF server room at 69 degrees F, janitorial services, utilities, and comprehensive operations and maintenance throughout the lease term. The ground-floor space must accommodate Patient Aligned Care Team (PACT) clinic operations across approximately 27,001 gross square feet spanning outpatient services, mental health, radiology, laboratory, physical medicine and rehabilitation, and supporting administrative areas per specified design program. The Government requires zero structured parking and 100 surface parking spaces reserved exclusively for Government use.
The lessor bears all design and construction costs for tenant improvements and building-specific amortized capital, which are amortized into monthly rent over the firm term. Rent adjustments occur based on occupancy variances; no adjustments apply to operating costs or real estate taxes. Davis-Bacon prevailing wage rates apply for construction work in Jefferson County, Alabama (rates range $12.22 to $35.25 per hour plus fringe benefits depending on classification).
Award is based on technical factors (location/site plan, building design, lessor qualifications, project management capabilities, and lease administration), past performance, and price using present value price evaluation methodology. Non-price factors are approximately equal in importance and approximately equal to price, with price becoming more important as proposals become more equal technically. HUBZone small business concerns receive a price evaluation preference. Offerors must be registered in SAM at time of award and maintain registration throughout contract performance. The NAICS code is 531120, Lessors of Nonresidential Buildings (except Miniwarehouses); the PSC code is X1DZ, Lease/Rental Of Other Hospital Buildings.
