About this opportunity

The National Aeronautics and Space Administration (NASA) Johnson Space Center is seeking a comprehensive Human Health and Performance Contract 2 (HHPC2) to support human spaceflight activities, occupational health services, and scientific research. The contract will provide specialized services including health maintenance, safety protocols, and technical expertise for crew living and working in space. NASA is considering a multiple-award contract strategy with a period of performance longer than 5 years, potentially structured as a Cost-Plus-Award-Fee (CPAF) contract that may convert to Cost-Plus-Fixed-Fee (CPFF). Proposals are anticipated to be due by January 30, 2025, with an expected contract award date of June 16, 2025, and a contract start date of November 1, 2025. Interested offerors must complete an Export Controlled Documents Access Request form to obtain detailed solicitation materials and must comply with U.S. export regulations.

The contract will be primarily performed onsite at NASA Johnson Space Center in Houston, Texas, with additional resident support required at the White Sands Test Facility in New Mexico. It falls under the North American Industry Classification System (NAICS) code 541715 with a 1,000 employee size standard, targeting research and development in physical, engineering, and life sciences. The contract will have a 10-year total performance period, consisting of a 5-year base period and two additional option periods of 3 and 2 years respectively. Performance will involve Indefinite-Delivery, Indefinite-Quantity (IDIQ) task orders with both cost-reimbursable and firm fixed-price components. While no specific set-aside has been designated, NASA is evaluating small business goals and will provide a Government Resources Estimate to ensure a fair competitive environment for potential offerors.
