TO: All Potential Offerors

SUBJECT: Draft Request for Proposal (DRFP), Solicitation No. 80JSC025R7001, for Human Health and Performance Contract 2 (HHPC2)

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Johnson Space Center’s (JSC) Human Health and Performance Contract 2 (HHPC2) draft solicitation. The principal purpose of this requirement is to provide support for a broad range of human spaceflight activities to maintain and improve the health, safety and productivity of the crew living and working in space and allow for the transfer of scientific and technical knowledge to practical applications on Earth as well as provide institutional occupational health services.

Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work. Potential offerors should identify any unnecessary or inefficient requirements and are also encouraged to comment on the DRFP unique terms and conditions, and the clarity of the Section L instructions and the Section M Evaluation Criteria.

NASA will conduct this acquisition as a full and open competition. This competitive acquisition will result in a Cost-Plus-Award-Fee (CPAF), with the option to convert to Cost-Plus-Fixed-Fee (CPFF), single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract, with cost reimbursable (less than 15% Level of Effort (LOE)) and firm fixed-price (FFP) performance-based task orders at the discretion of the Government. If or when the contract transitions to CPFF, Cost Plus Task Orders will be Fixed Fee. NASA intends to award the HHPC2 with a 10-year Period of Performance (POP) from November 1, 2025 to October 31, 2035. HHPC2 will include a 5-year Base Period and two additional Option Periods. Option Period 1 will be 3 years and Option Period 2 will be 2 years. The North American Industry Classification System (NAICS) code for this acquisition is 541715: Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The small business size standard is 1,000 employees.

Potential offerors should ensure its company is listed in the online database(s) for the following:

The successful offeror must pass an Equal Employment Opportunity (EEO) clearance before contract award (See FAR 22.805).

The current planned release date for the Final Request for Proposal (RFP) is on or about December 6, 2024, with proposals being due approximately 55 calendar days later.

The anticipated contract award date is June 16, 2025, with a November 1, 2025 contract start date. The contract will be performed primarily onsite at NASA JSC in Houston, Texas. Resident support is required at the White Sands Test Facility (WSTF) located in Las Cruces, New Mexico. Contractor resident support may be required at other NASA centers, contractor or subcontractor locations, or supplier facilities.

The following additional information is provided to assist in understanding this acquisition:

1. A 60-day Phase-in period will be conducted as a separate Firm-Fixed Price Task Order.

2. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance and Government Furnished Property (GFP) for offsite use at the Contractor’s facility as described in the DRFP.

3. After release of the final RFP, the HHPC2 Pre-proposal Conference is anticipated to be held on December 12, 2024. The notice will be posted on www.SAM.gov and the HHPC2 acquisition website noted below:
