Number Category Section Page Number Type Question/Comment Preliminary Team Answers 1 Section L Proposal Instructions L.19(2) Proposal

Formatting Instructions 257 Other Would the government exempt screen shots from the 12 point requirement? No, submit in accordance with JSC 52.215-113 (NOV 2023).

2 Other Attachment J-4, Government Furnished Property

Request for additional information

To facilitate more efficient data analysis, would it be possible for the Government to provide the J-4 Government Furnished Property file in Excel format instead of the current PDF format?

No, this document will not be provided in an Excel format.

3 Section L Proposal Instructions MA3 Contract Phase- In Plan 262 Other

Given the complexity of the program and the necessity for uninterrupted operations, it is crucial that the Phase-In Plan is thorough and well-detailed. To ensure this, we propose that the Phase-In Plan be excluded from the 75-page limit.

This exclusion will enable all offerors the opportunity to present a comprehensive and low-risk Phase-In Plan, ensuring a smooth and effective transition for the Government.

The Government has increased the Mission Suitability page limit to 100 pages. However, the Phase-in Plan is included in the Mission Suitability page limit.

4 Section L Proposal Instructions Table L-2 255 Request for additional information

To enable offerors to address their capabilities across the complete SOW in enough detail to substantiate performance, would the Government consider increasing the page limit for Past Performance from 20 to 25 pages?

The Government has increased the page limit for Past Performance from 20 to 25 pages.

5 Section L Proposal Instructions Table L-2 starting on page 253 and Attachment L-7

253 Clarity

There is a disconnect between the page count information related to Key Personnel Resumes provided in Table L-2 (page 253) and Attachment L-7, the Key Personnel resume template. Table L-2 states that KP resumes are limited to two resumes (1 page each); however, the Attachment L-7 resume template states that the resume shall not exceed two pages. Will the Government please confirm that each resume shall not exceed two pages. Two pages will be necessary to address the requirements of Attachment L-7 when a 12pt ARIAL font is required.

Key Personnel Resumes are limited to one page per resume. Attachment L-7 Key Personnel Resume, has been revised from "The resume shall not exceed two pages" to "Each resume shall not exceed one page."

6 Section L Proposal Instructions L.19 (2) 257 Other

We understand the Government's desire to restrict font size to 12pt for tables, as tables can be used to circumvent the text size limitations of the proposal. However, will the Government please allow 10pt font text in diagrams and charts, and to label artwork and photographs? Arial 12pt font is very difficult to work with and difficult to read in smaller graphics - as text overlap is often required due to the size of the font. To ease the Government's review of proposal material we recommend the Government allow 10 pt font in diagrams and charts, and to label artwork and photographs.

The font size requirements will remain as described, in accordance with JSC 52.215-113.

7 Unnecessary or inefficient requirements

SOW 2.1 Medical Clinical Services 40 Request for additional information

Is there legacy, unique equipment provided by contractors but is utilized by the Government for their purposes? If so, please list.

No, the Government does not have a listing of legacy unique equipment.

8 Unnecessary or inefficient requirements

SOW 2.3.1 Behavioral Medicine Support 46 Clarity

Does the psychiatric and psychological evaluation support identified in SOW 2.3.1 cover all behavioral and performance support required for astronaut selection?

Yes, Statement of Work (SOW) Section 2.3.1 contains the Behavioral Medicine contract requirements, which includes the behavioral health and performance support required for astronaut selection. More detailed requirements may be issued in Task Orders following contract award.

9 Security (including information technology security)

SOW 5.6.3 Mission Support 80 Request for additional information

Will the Government provide the number of personnel that are required to have Secret/Top Secret or Top Secret/SCI access on the contract? Not including the defined 5 SRAG personnel.

In accordance with the RFP Section C under 5.6.3 Mission Support, the contract requires 5 personnel to have a secret clearance. Of those five individuals, only 1 needs a top secret clearance. No additional clearances are needed. If the Government needs the contractor to obtain more clearances, a change to the Task Order will be issued.

10 Unnecessary or inefficient requirements L.9(d) 246 Clarity

Section L.9 appears to be out of place. As such, Section L.9(d) mentions offerors are requested to provide information responsive to the items set forth below, but there isn't anything defined below that paragraph. Will the Government please clarify?

Section L.9 is a JSC Clause, 52.215-107 General Instructions for Preparation of Proposal. (AUG 2018) (JSC Procurement Instruction). The language addressed in the question regarding Section L.9(d) refers to the information below within Section L that Offerors are instructed to provide.

11 Unique terms and conditions

L.20.1 MA 1 (c) Contract Management Plan and Approach and Attachment L-2 Government Pricing Model

262 Clarity For clarity, does the 755 on-site seats referenced in MA1(c) include EF and WSTF?

There are currently four contractor employees at the White Sands Test Facility (WSTF) and two contractor employees at Ellington Field (EF) included in the estimated 755 on-site seats.

12 Technical scenario Attachment L-1, TA1 1 Clarity CONFIDENTIAL: Can the Government confirm landing dates for 7X and launch dates for 7Y? Is intention to not have direct handover between expedition crews?

The Government will evaluate responses based on assumptions given by the Offeror.

13 Section M Evaluation Criteria M.4 MA5 Total Compensation Plan 303 Request for additional information

Section M.4, MA5 states, "The Government will consider the realism of the offeror’s total compensation approach and supporting documentation and may also utilize incumbent direct labor rates (when applicable), Economic Research Institute market data for direct labor rates (50th percentile), and Bureau of Labor Statistics market data for fringe benefit costs, when evaluating the realism of the total compensation proposed." To ensure that proposed compensation is sustainable and attractive to qualified personnel, could the Government please provide the incumbent direct labor rates? Having access to this data will allow offerors to align their compensation approach more closely with current market standards and ensure their proposals are both realistic and fair.

Historical labor rates will not be provided. However, the labor category descriptions, released with the DRFP as Attachment J-16, provide education and experience requirements reflective of the current workforce.

14 Section L Proposal Instructions L.22(2)(d)(3) & L.22(2)(d)(4) 285 Request for additional information

How does NASA plan to address discrepancies in labor costs (Form 3 series - Labor Rates) arising from differences in internal mappings between Offerors’? Could historical rates from the incumbent contract be provided to ensure reasonableness of proposed rates?

DRFP Section M.8, first paragraph, notes it is anticipated that the reasonableness of the proposed cost/price will be determined based on competition.

Offerors are to propose direct labor mapping in accordance with their internal estimating and accounting system policy and procedure. The Government evaluation will be conducted in accordance with the proposal analysis techniques listed in M.8.

Historical labor rates will not be provided. However, the labor category descriptions, released with the DRFP as Attachment J-16, provide education and experience requirements reflective of the current workforce.

15 Section L Proposal Instructions L.22(2)(d)(5) 286 Request for additional information

To promote consistency and realism in pricing, would the Government consider setting a standard annual escalation rate that all offerors would be required to use for direct labor, particularly for rates not covered by an Forward Pricing Rate Agreement (FPRA) or Forward Pricing Rate Recommendation (FPRR)?

If a Forward Pricing Rate Agreement (FPRA) is not in place, Offerors are to propose and apply escalation to direct labor rates in accordance with their internal estimating and accounting system policy and procedure. DRFP Section L.22, General Instructions (2)(d)5, Direct Labor Rate Escalation, requires Offerors to provide direct labor escalation history for the past three (3) years as well as detailed rationale for forecasted escalation proposed.

The Government evaluation of escalation will be conducted in accordance with the proposal analysis techniques listed in M.8.

16 Section L Proposal Instructions L.22(2)(d)(5) 286 Request for additional information

While the requirement for three years of historical escalation data provides good information, it is only part of the picture.

Forecasting labor escalation for the next decade requires a forward-looking approach that accounts for current economic trends. Post-COVID escalation rates have been historically high, but we are now operating in a more budget-constrained economic environment. Would NASA consider providing guidance on preferred forward-looking economic indices (such as BLS Employment Cost Index or S&P Global) that offerors may use to develop realistic and sustainable escalation rates over the contract’s duration? As an alternative, we recommend the Government establish minimum escalation rates the Government deems as reasonable.

If the Government cannot establish minimum escalation rates, could NASA clarify how it will evaluate any deviations from such indices to prevent the use of low or unsustainable escalation rates that might not align with the industry?

If a Forward Pricing Rate Agreement (FPRA) is not in place, Offerors are to provide historical actuals and forecasted estimates in accordance with their internal estimating and accounting system policy and procedure.

The Government evaluation will be conducted in accordance with the proposal analysis techniques listed in M.8.

17 Section L Proposal Instructions L.22(2)(d)(10), Clause H.24 288 & 134 Clarity

In the table in Section L.22, there is an asterisk note indicating that G&A is not included on travel costs. Could the Government confirm if this notation serves as a contract-specific prohibition against applying G&A to travel expenses? We did not see that documented in Clause H.24, Contractor Purchasing, nor in Section B.8(b), Travel, where it specifically requests offerors to list indirect rates applied to travel.

Offerors are to propose indirect rates in accordance with their internal estimating and accounting system policy and procedure. The Final RFP will be revised to remove the asterisks.

18 Section L Proposal Instructions L.22(2)(d)(4) 286 Clarity

The DRFP requires offerors to submit native format pages from salary survey sources. Typically, these sources output in both Excel and PDF reports. Please confirm that you are requesting the non-editable PDF source file.

Offerors are to provide salary surveys in the native format available within the resource. The Government will not place additional restrictions on the file type provided.

19 Section L Proposal Instructions L.22(2)(d)(2) 285 Request for additional information

The Government provides a definition of how to calculate a WYE in Section L.21(c). However, this calculation assumes that the hired workforce will have a different productive labor year based on their employer's broad experience on other contracts and at other locations, rather than based on the historical average of sick time and time off experienced by the current, local workforce. To protect the total compensation of the incumbent workforce, consider providing a required productive labor year definition (in hours) for all offerors based on history rather than forecast for unique offerors.

Offerors are to propose WYE in accordance with their internal estimating and accounting system policy and procedure. DRFP Section L.22, General Instructions (2)(d)2, WYE and Productive Hours, require Offerors to detail the derivation of their productive work-year. Offerors WYE will be evaluated using methods available in M.8.

20 Section M Evaluation Criteria M.8 310 Clarity

Paragraph 5 of M.8 states that the "Total Evaluated Price shall be the combination of CLIN 0001 – CLIN 0014." Was this entry made in error? If not, where are these CLINs identified?

Additionally, will the Government please clarify exactly what is included in the Total Evaluated Price?

Section M.8 has been revised and will provide clarity on Total Evaluated Price definition.

21 Section M Evaluation Criteria M.8 310 Clarity

Could NASA confirm if the FFP Phase-In costs are intended to be part of the Total Evaluated Price (TEP) for evaluation purposes? Given that Phase-In costs are a one-time expense and don’t reflect ongoing operational costs, would NASA consider excluding them from the TEP to focus on the core performance period pricing?

Section M.8 has been revised and will provide clarity on Total Evaluated Price definition.

22 Section L Proposal Instructions L.22 Cost and Price Factor - Volume III 280-284 Clarity

Section L includes tables on pages 280 to 284 which list out the hours associated with 73 LCATs, which match the Attachment L-2 Government Pricing Model tab "Govt Provided Labor Detail." At the same time, the Fully Burdened Rate Tables in Section B and the Attachment J- 16 Standard Labor Categories (SLCs) tables list 78 LCATs. While exclusion of the Program Manager LCAT (J- 16 Pg. 10) is explained on the Section L Tables which read "Government Provided Non-Management Labor Categories and Hours", other exclusions are not. Will the Government please reconcile the differences across these artifacts?

Specifidally, will the Government clarify if the Non- Management Standard Labor Categories provided in Attachment J-16 should also be listed in the cost forms in Attachment L-2 Government Pricing Model?

The RFP has been revised to reduce the total number of Standard Labor Categories (SLCs) from 78 to

74. The following SLCs have been removed: Engineering Technologist I, Engineering Technologist II, Engineering Technologist III, and Program Manager. These changes are reflected in the RFP B.8 Fully Burdened Rate Table for Pricing Task Orders, Attachment J-16 Standard Labor Categories (SLCs), and the Attachment L-2 Government Pricing Model (GPM).

23 Section L Proposal Instructions L.22 Cost and Price Factor - Volume III 275 Clarity

The Form Instructions sections under All Forms and Tabs states "Offerors are not permitted to leverage Government provided labor categories and hours as part of their Program Management approach." Worded in this manner, it seems that offerors are not permitted to use SLCs from Attachment J-16 while we believe the intent was to ensure that offerors did not assume that Government Provided Direct Labor Hours in the Section L Tables and in the Government Pricing Model could be leveraged in part or in whole to support offeror Program Management approaches. To distinguish between the use of Government provided plug hours and Government provided LCATS, we suggest you change to the following wording: "NASA has provided hours for Non- Management labor categories. Offerors are not permitted to leverage Government provided hours as part of their Program Management approach." This will allow offerors to leverage the Attachment J-16 Standard Labor Categories which include Program Manager, Manager I, and Manager II among others.

All Forms and Tabs will be revised to make the intent more clear in L.22 Form Instructions.

24 Unnecessary or inefficient requirements

L.22(2)(d) 1 Cost and Price Factor - Volume

III

286 Clarity Is this the complete list of expected labor categories? It seems that some may be missing.

This is the complete list of Government provided SLCs with associated labor hours over the course of the contract.

25 Section L Proposal Instructions L.22(2)(d) 1 Cost and Price Factor - Volume

III

286 Other Will the Government allow offerors to propose unique LCATs and rates in alignment with their technical approach?

Offerors are permitted to propose unique labor categories for Contract Management and Administration only. All non-management labor is captured in Government provided Non-Management skill mix. If the offeror's internal labor category titles and or descritpions differ from the Government provided Non- Management, the offeror is to provide mapping details. See RFP Section L.22, General Instructions (2)(d)3, Standard Labor Categories.

26 Other L-2 Government Pricing Model (GPM) 99 Clarity

In Section F.4 Place of Performance- Services, the Draft Request for Proposal provides various location of services.

Can the Government confirm that Johnson Space Center (JSC) is the location to be used for completion of the cost forms in attachment L-2 Government Pricing Model?

RFP Section L.22, General Instructions (2)(d)4, Direct Labor Rates will be revised to include the following statement: “For estimating purposes, Offerors are to assume Johnson Space Center (JSC) as the place of performance.”

27 Security (including information technology security)

Attachment J-14 DD254 1 and 2 Clarity

There appears to be a discrepancy in the DD254 form.

Section 1.B lists the level of safeguarding for classified information/material required at contractor facility as Top Secret while Section 11 indicates that there is no access or storage required at contractor facility. Additionally, Section 13 states "Performance of this contract will not involve the receipt, generation, and storage of classified information at the contractor's facility." Will the Government please clarify.

When a contractor bids on a Top Secret contract, the offeror must still obtain a facility Top Secret Clearance even though no data needs to be safeguarded at the facility. The facility clearance shows NASA that the offeror does not have foreign interest or other Defense Counterintelligence and Security Agency (DCSA) infractions. The offeror will confirm to NASA in the DD254 form that no data is being stored off-site when selecting N/A in the safeguarding box.

28 Other B.8 Fully Burdened Rate Table for Pricing Task Orders

Page 21 and Page 24 Clarity

Will the Governmnet please add rows to the bottom of the Section B. 8 FBR tables to accommodate the data required for the Overtime and Other Premium Rates, and for the Indirect Rates associated with the Non-Labor Elements of costs as instructed in the RFP.

The Table in Section B.8 has been revised to include a column representative of FAR 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999). The rates in Section B.8 are anticipated to be a composite rate, inclusive of straight time, overtime, and any other premium rates required to support the offerors unique approach.

29 Other Attachment J-16 Standard Labor Categories

Clarity

In Attachment J-16 Standard Labor Categories, the exempt or non-exempt status is listed below each labor category.

Can offerors use a different Fair Labor Standards Act (FLSA) exemption classification than what is listed in Attachment J-16? For example, we believe the Exercise Physiologist would meet the criteria for the Professional Exemption in accordance with 29 CFR 541.702 and the FLSA requirements.

Exempt and non exempt classification information is for informational purposes only. Offerors should provide classification in accordance with their internal estimating and accounting systems.

30 Other B.8 Fully Burdened Rate Table for Pricing Task Orders

24 Clarity

The RFP states in B.8 "Travel costs will be reimbursed at the actual cost, and no fee or profit shall be applied to travel costs."; however, L-2 Government Pricing Model (GPM).xlsx Form 1 formulas include travel in the fee calculation. Can contractors apply fee to travel costs?

Attachment L-2 Government Pricing Model (GPM) will be updated to be in line with RFP Section B.8.

31 Other B.8 Fully Burdened Rate Table for Pricing Task Orders

18-24 Clarity

Is it the Government intention that offerors build their composite team rates provided in Section B from the weighting of hours and rates provided in the offerors completed L-2 Government Pricing Model (GPM).xlsx Form 2?

The rates in Section B.8 are anticipated to be a composite rate, representative of the Prime and all subcontractors. Rates in B.8 are to be inclusive of straight time, overtime, and any other premium rates required to support the offerors unique approach.

32 Other B.8 Fully Burdened Rate Table for Pricing Task Orders

18-24 Clarity

If it is not the Government's intention to build IDIQ composite rates from L-2 Government Pricing Model (GPM).xlsx; does the Government want the offeror to build backup data in their own format for those composite rates?

An update has been provided for Vol III instructions and GPM.

33 Other B.8 Fully Burdened Rate Table for Pricing Task Orders

18-24 Clarity

If it is the Government's intention to build the IDIQ composite rates for Section B from the L-2 Government Pricing Model (GPM).xlsx; can the Government update their GPM to show the traceability of the composite rates?

An update has been provided for Vol III instructions and GPM.

34 Small Business Goals H.7 Small Business Subcontracting Goals 118 Clarity

Does a Historical Black Colleges and University or Minority Serving Institute participation on a contract count towards small business or large business goals? Additionally, does a HBCU/MSI participation on a contract count towards any other socioeconomic categories?

Historical Black College and University or Minority Serving Institute participation on a contract counts towards small business goals. HBCU/MSI participation on a contract counts towards the Small Business Goals and HBCU/MSI goals.

35 Section L Proposal Instructions

L.18 Table L-2 /Note 3:

MA5 Total Compensation Plan 254 & 257 Other

The TCP has an 8 page limit; however, based on the information required to be included in the TCP from MA.5, it will be very difficult to thoroughly answer all that is required within 8 pages. We request that the TCP have no page limitations or that the page limit be increased to 15 pages to allow offerors the ability to submit a compliant TCP.

The Government will increase the Total Compensation Plan (TCP) page limit from 8 to 10 pages.

36 Section L Proposal Instructions

L.18. Table L-2 Past Performance Key Personnel Resume Attachment L-7

255 Clarity

Attachment L-7 states Key Personnel Resumes should be no longer than 2 pages, but DRFP Table L-2 states these should be 1 page. Will the Government please provide clarification.

Key Personnel Resumes are limited to one page per resume. Attachment L-7 Key Personnel Resume, has been revised from "The resume shall not exceed two pages" to "Each resume shall not exceed one page."

37 Section L Proposal Instructions L.19(a)(2) 257 Clarity

The solicitation states that "Text in diagrams, charts, tables, artwork, and photographs shall be no smaller than 12- point text size." Will the Government allow Offerors to use a smaller font size for text in diagrams, charts, tables, artwork, and photographs?

Please see response to Question 2.

38 Section L Proposal Instructions L.19(b)(1) 258 Clarity

The solicitation states that "Headers, footers, and corporate logos are not subject to the font type and size limitations" for "sections of the proposal which are not subject to page limitations." Will the government permit offerors to use a smaller font size for headers and footers in sections that are subject to the page limtations (Volumes I and II)?

Please see response to Question 2.

39 Section L Proposal Instructions L-2 Government Pricing Model (GPM).xlsx

Form 1 Proposed Effort Detail Other

In the GPM tab Form 1 Proposed Effort Detail, Column AB (OP1 TOTAL Hours) contains an error in the formula. It should be adding up Column S, Column V and Column Y for a total of the OP1 Total in Column AB. However there is a negative sign at the beginning of the formula in each cell in that column that it causing the total to subtract all the values in Column S insteading of adding them to the total. We recommend the government correct this formula.

Attachment L-2, Government Pricing Model (GPM) was revised to correct the formula.

40 Section L Proposal Instructions L-2 Government Pricing Model (GPM).xlsx

Form 1 Proposed Effort Detail Other

In the GPM tab Form 1 Proposed Effort Detail, Row 47 contains the formula for calculating Award Fee for each contract year based on the Row 42 Total Cost values which includes Travel from Row 36. However, the RFP requirements say that No Fee should be applied to the Non- Labor Travel plug number cost estimate. The Fee formula in row 47 does not take this in to account. We recommend the government correct the formula in Row 47 so that no Fee is applied to the Travel $'s.

Attachment L-2, Government Pricing Model (GPM) was revised to correct the formula.

41 Section L Proposal Instructions L-2 Government Pricing Model (GPM).xlsx

Form 2 Labor Hour Detail Clarity

In the GPM tab Form 2 Labor Hour Detail Column I does not contain the formula for calculating the WYEs. We recommend the government enter the appropriate formula in this column.

Attachment L-2, Government Pricing Model (GPM) was revised to correct the formula.

42 Section L Proposal Instructions

Section L.20.1 Overall Management Apoach (MA) - Mission Suitability Subfactor 1, MA1 Contract Management Plan and Approach, (C) Resources and l-2 Government Pricing Model (GPM).xlsx

Form 2 Labor Hour Detail Clarity

There appears to be a nomenclature problem concerning the GPM and the MA1 Contract Management Plan and Approach Section.

The GPM Form 2 uses the phrase "Program Management" not "Contract Management & Administration".

Please clarify - should the Form 2 column be labeled "Contract Management & Administration" ?

The Government Pricing Model (GPM) Forms have been updated to refer to "Contract Management and Administration" rather than Program Management, to match MA1 in Section L of the Request For Proposal (RFP).

43 Section L Proposal Instructions L-2 Government Pricing Model (GPM).xlsx

Form 3A Prime Labor Rates Clarity

The Instructions, Row 121, states in part "(5) Enter Offeror Developed Labor Categories for Program Management and Non-Management positions using the drop down list."

However, the drop down list as referenced is not included the GPM. Can the Government clarify, if the Program Management and Non-Management positions are to be Offeror provided, that a drop down list is not required?

Attachment L-2, Government Pricing Model (GPM) Forms 3A, 3B, 3C, and 3D has been revised to remove ‘using drop down list’.

44 Section L Proposal Instructions L-2 Government Pricing Model (GPM).xlsx

Form 3B Major Subk1 Labor Rates Clarity

Instructions Line Item row 120 states in part that "(2) Form is a table of Prime Offeror burdened straight time and overtime labor rates (thru all applicable labor indirect burdens) to be used for price/cost analysis. " However, this tab for the Major Subk labor rates. We recommend the government delete this instruction from the list.

Attachment L-2, Government Pricing Model (GPM) Forms 3, 3A, 3B, 3C, and 3D has been revised to add additional space for the Offeror and supporting subcontractors to provide Overtime labor rate data.

The Form Instructions have also been revised.

45 Section L Proposal Instructions L-2 Government Pricing Model (GPM).xlsx

Form 3B, 3C, and 3D Major Subk Labor Rates tab

Clarity

Note 1,Row 117, indicates Forms 3B, 3C, and 3D Major Subk Labor Rates should be completed by the Prime Offeror Only. Can the Government please clarify, and correct Note 1 to address that Forms 3B, 3C, and 3D should be completed by Major Subk(s)?

Attachment L-2 Government Pricing Model (GPM) Forms 3B, 3C, and 3D instructions has been revised.

46 Section L Proposal Instructions L-2 Government Pricing Model (GPM).xlsx

Form 6 Total Compensation Plan tab

Clarity Is the requirement for Form 6 to record the TCP data only for the first contract year, or should the bidder add stacked tables for each of the 10 contract periods.

The requirement for Form 6 to record the Total Compensation Plan (TCP) data is intended only for the first contract year.

47 Section L Proposal Instructions

L-2 Government Pricing Model (GPM).xlsx and Section B.8 Fully Burdened Rate Table for Pricing Task Orders

GPM: Govt Provided Labor Detail and the B.8 Fully Burdened Rate Table for Pricing Task Orders

Clarity

In the GPM the tab labeled Govt Provided Labor Detail does not fully coincide with the B.8 Fully Burdened Rate Table for Pricing Task Orders. The GPM tab Govt Provided Labor Detail is missing SLCs and Hours for: Engineering Technologist I, Engineering Technologist II, Engineering Technologist III, Nurse Practitioner, and Program Manager.

Does the Govt intend for these SLCs to only be included in the B.8 table or should these SLCs be in the GPM tab as well?

The RFP has been revised to reduce the total number of Standard Labor Categories (SLCs) from 78 to

74. The following SLCs have been removed: Engineering Technologist I, Engineering Technologist II, Engineering Technologist III, and Program Manager. These changes are reflected in the RFP B.8 Fully Burdened Rate Table for Pricing Task Orders, Attachment J-16 Standard Labor Categories (SLCs), and the Attachment L-2 Government Pricing Model (GPM).

48 Section L Proposal Instructions

L-2 Government Pricing Model (GPM).xlsx and Section B.8 Fully Burdened Rate Table for Pricing Task Orders

GPM: Govt Provided Labor Detail and the B.8 Fully Burdened Rate Table for Pricing Task Orders

Other

Section B.8 FBR Table list of SLCs is not in the same alphabetical order as the tabs in the Govt Provided Labor Detail tab in the GPM. We recommend the government change the order of the Section B.8 FBR Table to match the same order as the GPM.

Section B.8 Fully Burdened Rate (FBR) Table list of SLCs has been reorganized into alphabetical order to match the Government Pricing Model (GPM).

49 Section L Proposal Instructions L.18 Table L-2:

Volume I Mission Suitability

253 - 255 Other

Due to the extensive amount of material requested for Volume I, Mission Suitability, would the Government please consider increasing the page count from 75 to 150 pages to allow for a throurgh and comprehesive response?

The Government has increased the Mission Suitability page limit to 100 pages.

50 Section L Proposal Instructions L.18 Table L-2:

255 Other

Given the detailed past performance information requierd, would the Government please consider increasing the page count from 20 to 30 pages to adequately address the requested information?

The Government has increased the page limit for Past Performance from 20 to 25 pages.

51 Section M Evaluation Criteria M.8 Cost and Price Factor (Volume III) 309 Clarity

The evaluated total cost is defined as "The total proposed cost/price consists of phase-in period, base and option periods, IDIQ Max, and fee." Can the Government please clarify what "IDIQ Max" refers too and how that is calculated?

Section M.8 has been revised to state: "The total proposed cost/price consists of phase-in, base period, and option period 1, option period 2, option to extend, and award fee (max)."

52 Technical scenario L-1 Technical Approach - TA1, TA2, and TA3

1 Clarity Transport vehicles for Expedition 7X, 7Y, 7Z are not defined (Soyuz vs Dragon). Request clarification?

The Government expects that Offerors state their assumptions and respond based on their assumptions.

53 Technical scenario L-1 Technical Approach - TA1, TA2, and TA3

3 Clarity

Page 3 of TA1 states that the status of the Bond Room B421 Flow Condensor is unknown, but in the questions, a statement is made that the Flow Condensor is damaged.

What is the assumption the offeror should make on the status of the hardware when developing responses?

Attachment L-1 Technical Approach - TA1, TA2, and TA3 page 3, under the Building 421 Bond Room bullet has been revised to: "The condition of the Flow Condenser Crit-1 flight unit is assumed to be damaged. The status of the full spare flight unit has not been evaluated. Additionally, there are spare piece parts for the Flow Condenser in bond. Both units and piece parts are housed in the Bond Room in Building421. The flight unit is scheduled for shipment to SpaceX next week to fly on SpaceX-34. This human-rated complex hardware is safety-critical for the ISS flight crew. Estimated time to rebuild a unit is 2 months."
