About this opportunity

The Federal Aviation Administration seeks demolition and replacement of the Medium Intensity Approach Lighting System with Rail (MALSR) at Houma-Terrebonne Airport in Louisiana, with proposals due July 31, 2026. The procurement is a Firm-Fixed-Price construction contract with no set-aside.

Place of performance is Houma, Louisiana. The estimated contract value is between $1,000,000 and $5,000,000. Period of performance is 365 days after Notice to Proceed, with all construction required to be completed no later than December 31, 2027. The NAICS code is 237310 (Highway, Street, and Bridge Construction) with a $45 million business size standard.

The scope encompasses complete demolition of the existing MALSR system and installation of a new Patriot MALSR system, including light stations, reinforced concrete foundations, runway alignment indicator lights, primary power duct and transformer pad, a 10' × 16' Dupont fiberglass shelter with reinforced concrete foundation and lightning protection, electrical ductbank and conduit systems with handholes, grounding systems with earth electrode installations, asphalt or concrete access roads with turnarounds and culvert pipes, and site restoration of all disturbed areas. Government furnishes the Patriot MALSR System and the fiberglass shelter; the contractor furnishes all other labor, materials, equipment, tools, supplies, and transportation.

Construction is structured in three phases with sub-phases requiring runway closures. The contractor must comply with FAA Advisory Circular AC 150/5370-2G safety standards, maintain continuous radio communication with air traffic control, implement 24/7 Foreign Object Debris prevention and dust control, and coordinate with Airport Operations, FAA, and the Resident Project Representative. A pre-demolition asbestos and lead-based paint survey indicates no asbestos detected and lead concentration below the EPA action level. Geotechnical investigation recommends spread and strip footings with allowable bearing pressures of 1,000 and 850 psf respectively, six-month settlement waiting period following grade raise at the shelter location, and deep foundations for moderate to heavily loaded structures.

Offerors must submit two Organizational Experience Questionnaires documenting similar projects valued at $50,000 or more completed within the past three years, provide a proposal guarantee covering 20 percent of the proposal price, be registered in SAM.gov with no exclusions, acknowledge all four amendments (0001, 0002, 0003, 0004), and provide Section B pricing with alternatives for asphalt versus concrete access roads, Section K representations and certifications, and Performance and Payment Bonds covering 100 percent of the awarded contract price within 15 calendar days of award. Award will be made to the lowest-priced responsible offeror based on adequate price competition without discussions or negotiations. Davis-Bacon wages apply; a prevailing wage determination (LA20260002) establishes rates by classification and parish. Questions must be submitted in writing to Samantha.A.Pearce@faa.gov no later than 3:00 p.m. CDT five calendar days before the offer closing date.
