About this file
This is a Pre-Demolition Asbestos and Lead-Based Paint Survey Report for a shed structure located at 10264 East Main Street in Houma, Louisiana, prepared by Partner Engineering and Science, Inc. for the Federal Aviation Administration. The survey was conducted on August 22, 2025, in accordance with National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations and State of Louisiana requirements.
The survey included sampling and laboratory analysis of suspect asbestos-containing materials (ACM) and lead-based paint (LBP). Six bulk samples were collected and analyzed using Polarized Light Microscopy (PLM) by Eurofins Built Environment Testing East, LLC, an AIHA and NVLAP-accredited laboratory. Results indicate no asbestos was detected in any of the six samples (concrete slabs, ceiling tile debris, and caulk materials). One paint chip sample was collected from exterior door paint and submitted to EHS Laboratories, accredited by ELLAP, for analysis using EPA SW-846 Method 7000B. The lead concentration was determined to be 0.072% by weight, below the EPA action level of 0.5%, and therefore does not constitute lead-based paint. The report recommends filing Form AAC-2(b) with the Louisiana Department of Environmental Quality prior to demolition activities. Should any uncharacterized suspect materials be encountered during demolition, all work must cease pending additional sampling and analysis. Employers must comply with OSHA regulations (29 CFR 1926.62) regarding lead exposure, and waste materials must be properly characterized and disposed of in accordance with federal, state, and local requirements.

EXECUTIVE SUMMARY
Partner Engineering and Science, Inc. conducted a Pre-Demolition Asbestos Containing Material (ACM) and
Lead-Based Paint (LBP) Survey of the Shed at Houma Airport located at 10264 East Main Street in Houma, Louisiana. The survey was conducted in anticipated demolition of the shed structure in general conformance with National Emission Standards for Hazardous Air Pollutants (NESHAP).
Federal and State of Louisiana regulations define asbestos-containing material (ACM) as any material containing more than one percent (1%) asbestos. Asbestos was not detected in the materials sampled. If any suspect ACMs not characterized in this report are encountered during demolition activities, all work that could potentially disturb the materials must stop. Uncharacterized suspect ACM must be assumed to be ACM and handled accordingly, pending the completion of additional sampling and laboratory analysis.
The following building materials are not suspected to be asbestos-containing; therefore, the materials were not sampled: metal walls, metal roof, and styrofoam insulation in wall/ceiling joints.
Lead-based paint LBP) is defined by the Environmental Protection Agency (EPA) as paint or other surface coating with lead content equal to or greater than 1.0 milligrams per square centimeter (mg/cm2) of surface area by X-Ray Fluorescence (XRF) analysis or 0.5% by weight (5,000 parts per million (ppm)) by paint chip analysis. LBP was not detected at or above the EPA action level in the paint chip sample collected and submitted for laboratory analysis.
When conducting construction or demolition activities which disturb lead in any amount or create an exposure to workers, the employer is required to provide worker protection and conduct exposure assessments. Employers should consult Federal Occupational Safety and Health Administration (OSHA)
Regulations at 29 CFR 1926.62, Lead in Construction standards for complete requirements.

September 5, 2025
2.0 METHODOLOGY
2.1 Asbestos
2.1.1 Visual Evaluation
Building materials were observed to identify, classify and evaluate the condition of homogenous areas of suspect ACM. The building stood on a concrete slab as a slab-on-grade structure. The building was a sheet metal style shed with sheet metal attached via screws to a metal frame. The size of the shed structure was approximately 50 square feet.
2.1.2 Classification
Asbestos containing building materials are typically classified as surfacing, thermal systems insulation, or miscellaneous ACM.
Surfacing - Material that is sprayed, troweled-on or otherwise applied to surfaces. Examples include acoustical plaster on ceilings, fireproofing on structural members, or similar applications for acoustical, fireproofing, and other purposes.
Thermal Systems Insulation – Materials applied to pipes, fittings, boilers, breeching, tanks, ducts or other structural components to prevent heat loss or gain.
Miscellaneous – All other ACM including taping mud, floor tile mastic, stucco, leveling compound, etc…
2.1.3 Evaluation of Condition
An assessment of the condition of ACM can be useful in deciding how to management materials. The ACM most likely to release asbestos fibers are those which are in a friable state. The definition of friable is any material, when dry, that is capable of being crumbled, pulverized or reduced to powder by hand pressure
(40 CFR 763). Non-friable sources of asbestos are materials containing cement or asphaltic binder which may become friable and release fibers if the sources are exposed to actions such as abrasion, drilling, cutting, fracturing, or hammering. Non-friable sources of asbestos do not typically pose a significant exposure risk if they remain in good condition and are not disturbed. During renovation or demolition activities, or when subject to abrasive action, non-friable sources may become friable, and may pose an exposure risk.
EPA protocols have been used in the evaluation of the condition of observed materials.
Good – Little or no visible damage or deterioration.
Damaged – Some insulation jackets are missing; water staining; crushing, gouges, punctures, or marring is evenly distributed.
Significantly Damaged – Damaged materials where the damage is extensive or severe. More than
10% of insulation jackets are missing; material is crushed, heavily gouged or punctured more than
10% of pipe runs, risers, boilers, tanks, ducts, etc..
The condition of materials is based upon observations at the time of the assessment, and is independent of the friable or non-friable nature of the materials.
September 5, 2025
2.1.4 Homogenous Areas
The US EPA defines a homogeneous area as “an area of surfacing material, thermal system insulation material, or miscellaneous material that is uniform in color and texture” (40 CFR 763). The collection of a minimum number of representative samples from each homogeneous area is generally required for compliance with federal regulations. If asbestos is identified in any sample from a homogeneous area, then the entire homogeneous area is considered to contain asbestos.
2.1.5 Asbestos Sampling and Laboratory Analysis
A total of six (6) bulk samples of suspect asbestos containing materials were collected for analysis. Selected materials were submitted to Eurofins Built Environment Testing East, LLC for analysis by Polarized Light
Microscopy (PLM) in accordance with EPA Method 600/R-93/116, Method for the Determination of
Asbestos in Bulk Building Materials. Eurofins Built Environment Testing East, LLC is accredited by the
American Industrial Hygiene Association (AIHA) and the National Volunteer Laboratory Accreditation
Program (NVLAP).
2.2 Lead-Based Paint
2.2.1 Lead-Based Paint Sampling and Laboratory Analysis
The exterior and interior of the shed were assessed to evaluate for the presence of presumed LBP. Suspect painted surfaces observed at the time of the inspection were sampled and analyzed for lead content. One
(1) paint chip sample was collected and submitted to EHS Laboratories, a certified laboratory accredited with the Environmental Lead Laboratory Accreditation Program (ELLAP), for analysis by EPA SW-846 Method
7000B: Flame Atomic Absorption Spectrophotometry for Determination of Lead Content in Paint Chip
Samples.

4.0 CONCLUSIONS/RECOMMENDATIONS
4.1 Conclusions
Asbestos was not detected in the materials sampled.
LBP was not detected at or above the EPA action level in the paint chip sample collected and submitted for laboratory analysis.
4.2 Recommendations
Based on the observations made, the noted limitations and the analytical results, Partner recommends the following: File Form AAC-2(b) with the Louisiana Department of Environmental Quality prior to beginning demolition activity.
If any suspect ACMs not characterized in this report are encountered during demolition activities, all work that could potentially disturb the materials must stop. Uncharacterized suspect ACM must be assumed to be ACM and handled accordingly, pending the completion of additional sampling and laboratory analysis.
All construction work where an employee may be occupationally exposed to lead must comply with
Occupational Safety and Health Administration (OSHA) requirements set forth in 29 CFR 1926.62. This regulation requires initial employee exposure monitoring to evaluate worker exposure during work that disturbs lead-containing materials (lead present in detectable levels). Partner suggests that engineering controls, respiratory protection and personal protective equipment be employed at the start of a project in the presence of lead-containing materials.
Waste items generated during an abatement or demolition project should be properly sampled and profiled to determine the final disposition of the waste. Characterization and disposal of lead-containing waste materials (LCWM) must comply with federal, state and local authorities. Contractors must maintain current licenses as required by applicable state or local jurisdictions for the removal, transport, disposal of LCWM, or other regulated lead-based paint activities.
The potential exists for additional suspect lead-containing materials to be exposed during demolition and/or renovation activities. Such materials should be sampled and analyzed for lead content prior to any renovation and/or demolition activities that could impact these materials.

Due to the limitations of the EPA 600 / R93 / 116 method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles can be difficult to analyze via polarized light microscopy (PLM). EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. Estimated measurement of uncertainty is available on request.
